On the afternoon of August 11th, at the National Assembly building, National Assembly Chairman Vuong Dinh Hue chaired a meeting to discuss the draft report on the results of monitoring the implementation of three national target programs, to be submitted to the National Assembly Standing Committee at its upcoming 25th session.
Attending the meeting were Comrade Tran Thanh Man, Member of the Political Bureau; Central Committee members and Vice Chairmen of the National Assembly: Nguyen Khac Dinh, Nguyen Duc Hai, and Lieutenant General Tran Quang Phuong. According to the report presented at the meeting, the three national target programs include: the National Target Program on New Rural Development for the period 2021-2025, the Sustainable Poverty Reduction Program for the period 2021-2025, and the Socio-Economic Development Program for Ethnic Minority and Mountainous Areas for the period 2021-2030. Monitoring of the implementation of these three national target programs has been carried out in 7 ministries and agencies and 15 localities.
Speaking at the working session, National Assembly Chairman Vuong Dinh Hue requested that the report submitted to the National Assembly Standing Committee clearly identify which localities have implemented the program well and effectively, and which have not. The report should clearly analyze the reasons, the extent of responsibility, and the proposed solutions, in order to recommend solutions for guidance, management, and implementation from the central to local levels.
The Speaker of the National Assembly also requested that the report clearly analyze the results of national target programs in addressing livelihoods and ensuring people's lives; whether or not there has been any exploitation of policies; and a thorough analysis of whether there is still outstanding debt for basic infrastructure construction in the implementation of the new rural development program.

* Also on the afternoon of August 11th, National Assembly Chairman Vuong Dinh Hue chaired a meeting to prepare for the question-and-answer session at the 25th meeting of the National Assembly Standing Committee. Accordingly, the question-and-answer session will focus on issues within the purview of the Ministry of Justice and the Ministry of Agriculture and Rural Development, along with several topical issues of public concern, such as the implementation of the legislative and ordinance drafting program; solutions to ensure the progress, quality, and procedural documentation of projects and draft laws submitted by the Government to the National Assembly; improving the quality of the legal system; solutions to control power; and preventing corruption and negative practices in the legislative process under the Government's responsibility. The current situation and solutions to improve the capacity, effectiveness, and efficiency of the review of legal normative documents will also be discussed. Solutions to address delays in issuance, overlapping and conflicting content, and limitations and violations in the issuance of detailed regulations for laws and resolutions of the National Assembly, ordinances and resolutions of the Standing Committee of the National Assembly. Current situation and solutions to overcome limitations and inadequacies, and improve the effectiveness of asset auctions and forensic examinations.

In addition, solutions are needed to address difficulties in agricultural exports (such as shrinking markets, many businesses lacking orders, falling prices for some key agricultural products, and the impact on farmers' income and livelihoods). Activities related to the exploitation, protection, and development of aquatic resources; solutions to lift the European Commission's "yellow card" on fisheries; and the conversion and reclamation of rice-growing land to ensure food security and rice exports.
