HH Linh Dam Apartment does not accept electric motorbike parking in the basement from February 2026

The management board of HH Linh Dam apartment building (Hoang Liet ward, Hanoi) has just decided to temporarily stop accepting new vehicle parking and will completely stop parking electric vehicles (electric motorbikes, electric bicycles) in the basement from February 1, 2026.

The management board of HH Linh Dam apartment building (Hoang Liet ward, Hanoi ) has just decided to temporarily stop accepting new vehicle parking lots and will completely stop parking electric vehicles (electric motorbikes, electric bicycles) in the basement from February 1, 2026.

Recently, Dien Bien Province Construction Private Enterprise No. 1 (Linh Dam Housing Services Branch) issued a document on not accepting parking of electric motorbikes and electric bicycles in the basement of HH Linh Dam apartment building.

In the document, the Management Board said that through actual inspection of the tunnels, the number of electric motorbikes and electric bicycles increased rapidly, causing the tunnel space to become overloaded, posing many potential safety risks. Accordingly, electric motorbikes and electric bicycles use batteries - parts that have a high risk of fire and explosion if there is an electrical short circuit, collision or improper charging.

When there are too many electric cars in the basement, if an accident occurs, the fire will spread quickly, creating a lot of toxic smoke and making it difficult to escape, threatening the lives and property of residents. Meanwhile, the number of vehicles has exceeded the safe load capacity according to the building's design.

Regarding the implementation roadmap, the Management Board of HH Linh Dam Apartment Building announced that from the beginning of December 2025, it will temporarily stop accepting new registrations for electric motorbikes and electric bicycles. Vehicles that have been parked before this time will still be served normally. From February 1, 2026, the parking of all electric vehicles in the basement, including those currently parked, will be completely stopped.

The decision to stop keeping electric motorbikes from February 2026 by the Management Board of HH Linh Dam Apartment Building is creating many conflicting opinions among residents. Ms. P. (32 years old, building HH3A) said that her family planned to buy electric motorbikes to travel within the Ring Road 1 - an area that will limit gas vehicles by the hour from July 1, 2026. However, because the building does not accept electric motorbikes, she decided to cancel the purchase, switch to using a personal car combined with public transport and support the stopping of keeping because "to ensure the safety of the building".

A resident of building HH1A also said that electric vehicles pose a risk of fire and explosion if they do not meet standards, while the basement contains thousands of vehicles, making it difficult to control if an incident occurs. On the other hand, another resident objected, saying that banning all electric vehicles is unreasonable. This person suggested that the Management Board should have a safe solution instead of stopping the parking, especially when the State is encouraging the conversion from gasoline vehicles to electric vehicles.

HH Linh Dam Apartment Complex consists of 12 buildings built on Linh Dam peninsula. The complex consists of 4 areas, each area consists of 3 buildings, with 9,000 apartments. With a population of about 30,000 - 35,000 people living in this area, this place is known as the most populous apartment complex in Hanoi.
