According to a government decision, the National Power System Dispatch Center (A0) was separated from Vietnam Electricity Group (EVN) to establish the National Power System and Electricity Market Operation Company Limited (NSMO), under the State Capital Management Committee.
NSMO is a state-owned enterprise with 100% of its charter capital held by the State. It was separated from EVN and placed under the State Capital Management Committee within a maximum of 7 working days from August 1st. After that, the right to represent state ownership in NSMO was transferred to the Ministry of Industry and Trade for management.
According to Mr. Ngo Duc Lam, former Deputy Director of the Institute of Energy, A0's independence from EVN signals a more transparent, fair, and objective electricity market.
A0 is the unit directly responsible for operating the power system. This is A0's most important task; they have the best and highest-paid electrical experts whose job is to operate the power system stably and prevent power outages.
Given their crucial role, the central control centers of A0, A1, A2, and A3 are designed with redundancies and located in two different locations to ensure the highest level of safety. Simultaneously, A0 has the capacity to centrally store and provide backup data for all power system operation information over extended periods.
Upon transferring A0 to the Ministry of Industry and Trade, the Ministry will fully prepare the necessary conditions to receive the National Electricity System and Market Operation Company Limited, including mechanisms to ensure working capital and stable, continuous, and efficient operation after the transfer.
The Ministry of Industry and Trade, under the direction of the Government and in coordination with relevant ministries and agencies, is responsible for issuing, within its authority, or submitting to competent authorities for issuance, legal documents serving the operation of the National Electricity System and Market Operation Company Limited, ensuring the stable, continuous, and efficient operation of NSMO.
The National Power System and Electricity Market Operation Company Limited proactively researches, proposes, and forecasts difficulties and obstacles in the operation process, making specific proposals and clearly stating the authority to amend, supplement, and issue new legal documents and guidelines related to serving the efficient and safe operation of the power system.
Relevant ministries and agencies proposed and submitted to competent authorities mechanisms to support the arrangement of investment capital for NSMO. These include supplementing the charter capital of the National Electricity System and Market Operation Company Limited, guaranteeing or supporting loan mechanisms for projects undertaken by the company, and mechanisms to enable NSMO to access low-interest loans…
The Ministry of Labour, Invalids and Social Affairs determines the salaries of employees and managers of NSMO according to the established salary mechanism. NSMO is provisionally ranked I to serve as the basis for salary classification for its managers.
This will continue until the Government issues a decree on labor management, wages, remuneration, and bonuses for state-owned enterprises in accordance with Resolution No. 27 on reforming wage policies for officials, civil servants, public employees, armed forces personnel, and workers in enterprises.
Previously, A0 was established according to Decision No. 180 NL/TCCB-LĐ dated April 11, 1994, of the Ministry of Energy (now the Ministry of Industry and Trade); it was a state-owned enterprise under the Vietnam Electricity Group (EVN).
A0 comprises member units: the Northern, Central, and Southern Power System Dispatch Centers (A1, A2, A3). Due to its particularly important role, it is a hub for high-quality human resources in Vietnam's electricity industry.
A0's two main responsibilities are operating the national power grid and trading in the electricity market.
