A 'boost' to innovate the management model of science and technology.

The Ministry of Science and Technology has just launched a real-time online management system for science and technology tasks funded by the Nafosted Foundation. Minister Nguyen Manh Hung emphasized that this is not just a technological product but also a significant shift in management thinking, placing data, transparency, and efficiency as driving forces for innovation.

No longer "stuck" by administrative procedures.

The Ministry of Science and Technology (MST) has officially launched a real-time online platform for managing science and technology tasks, marking a significant shift in research management and funding in Vietnam. This system is seen as a catalyst for moving science management from an administrative model to a data-driven, internationally standardized, and highly transparent model.

In the traditional approach, many scientific tasks were "stuck" by lengthy administrative procedures. Now, the new system allows for transparent evaluation, shortens review times, reduces errors, and accurately quantifies the contribution of each project. Each stage ...   from registration, assessment, implementation to acceptance.   They are all digitized and monitored in real time.

Data-driven management will replace paper-based management; open and transparent mechanisms will replace cumbersome administrative controls. Developed by a team of Vietnamese engineers, the system is approaching the level of advanced platforms from South Korea, enabling international connectivity, co-funding, and research collaboration. The Ministry of Science and Technology expects the system to become a daily working tool for scientists and to be continuously upgraded based on user feedback.

Along with implementing the new management system, Nafosted has signed hundreds of science and technology projects to be implemented according to the new management model. The biggest breakthrough is the change in the perception of evaluating research effectiveness.   Previously, many research projects were considered complete when all invoices were submitted. Now, results are only recognized as completed when they become a product accepted by a business and generate revenue. The Ministry of Science and Technology expects the commercialization value to reach five times that of previous projects.   But   Ten times the research cost within 3 days.   But   5 years.

The financial mechanism has also been significantly reformed, shifting from budget allocation to lump-sum payments, granting autonomy to research organizations. Research results are the property of the implementing unit for commercialization, with the research team receiving at least 30% of the revenue generated .   A step forward in encouraging intellectual talent and a spirit of research commitment.

Focus resources on strategic technologies.

The spirit of the new Law on Science, Technology and Innovation is geared towards evaluating research capacity by organization, rather than by individual projects. This approach allows for risk-taking, paving the way for breakthrough research.

The structure for allocating science and technology tasks has been redesigned into three tiers, corresponding to different levels of research and implementation capacity. Specifically, basic research tasks are primarily assigned to research institutes and universities; applied research tasks are distributed evenly among institutes, universities, and businesses; and technology development tasks are primarily handled by businesses.

Notably, more than half of the tasks fall under the strategic technology group, demonstrating a focus on allocating resources to areas with long-term impact on national science and technology development.

Currently, businesses only handle about 30% of technology development tasks, much lower than market demand.
