According to Mr. Phung Tien Vinh, Deputy Director of the Department of Economic and Investment Management of Construction, the Ministry of Construction has compiled a list of 245 projects and works registered by ministries, sectors, localities, corporations, and general companies in 34 provinces and cities that meet the conditions for commencement and inauguration, including 159 projects and works that have commenced construction and 86 projects and works that have been inaugurated.
Accordingly, categorized by ministries, sectors, and localities, there are 39 projects from ministries and sectors; 42 projects from corporations and general companies; and 164 projects from localities. By project group, there are 10 nationally important projects, 62 Group A projects; 149 Group B projects, and 24 Group C projects. The total investment for these projects/works is VND 2,207,566 billion, comprising: state capital (97 projects) approximately VND 631,691 billion, accounting for 29% of the total; and other capital sources (148 projects) approximately VND 1,575,875 billion, accounting for 71% of the total.
In the transportation sector alone, 78 projects are planned for commencement and inauguration around December 19th, including: 7 nationally important projects, 27 Group A projects, and 44 Group B projects. Among these, 5 projects under the management of the Ministry of Construction will commence: Expansion of the Ho Chi Minh City - Trung Luong - My Thuan Expressway; Expansion of the North-South Expressway section from Cam Lo to La Son; the Lao Cai - Hanoi - Hai Phong railway line (connecting infrastructure for some station facilities along the line); Investment in completing the Nui Vung Tunnel; and Investment in completing the Than Vu Tunnel on the Eastern North-South Expressway.
Eleven projects under the management of the Ministry of Construction will be inaugurated/opened for technical traffic, including: Upgrading the road surface of the Lo Te - Rach Soi route in Can Tho City and Kien Giang Province; North-South Expressway section Can Tho - Hau Giang (main route); Renovating and upgrading the Quy Nhon channel for 50,000 DWT vessels; Upgrading the Cai Mep - Thi Vai channel from buoy number "0" to the Cai Mep container port area; and opening for technical traffic of 6 component projects of the North-South Expressway in the East: Hau Giang - Ca Mau; Quang Ngai - Hoai Nhon; Hoai Nhon - Quy Nhon; Quy Nhon - Chi Thanh; Chi Thanh - Van Phong and Bien Hoa - Vung Tau (component project 2).
Notably, the Lao Cai - Hanoi - Hai Phong railway line, one of the most important infrastructure projects in the 2025-2032 period, will simultaneously commence construction of 5 major stations on December 19th, marking a new turning point in the national transport infrastructure development strategy. This railway line is nearly 420km long (391km main line and 28km branch line), with a preliminary total investment of 203,000 billion VND, equivalent to over 8.3 billion USD. Upon completion, the line will become a strategic transport axis connecting the northern border region with the delta and Hai Phong seaport, reducing the burden on the road system, promoting goods circulation, and developing the economy of the midland and Red River Delta regions.
Besides the Lao Cai - Hai Phong railway line, this peak period of groundbreaking and inauguration also witnessed the commissioning of numerous large-scale transportation projects nationwide. These include projects belonging to the North-South Expressway (Eastern section, phase 2), the Chau Doc - Can Tho - Soc Trang Expressway, the Hanoi Capital Region Ring Road 4, the Ho Chi Minh City Ring Road 3, along with hundreds of national highways, rural bridges, and coastal roads from Quang Ninh to Ca Mau.
Enhancing connectivity and boosting national strength.
Speaking with the Vietnam Law Newspaper, Mr. Nguyen Tri Duc, Chief of the Office of the Ministry of Construction, said: Following the directives of Prime Minister Pham Minh Chinh, ministries, sectors, and localities must carefully review legal documents and procedures, only commencing projects that truly meet the requirements, avoiding mere formality. The Ministry of Construction and localities have closely coordinated to ensure that projects are implemented synchronously, safely, with quality and efficiency, contributing to the completion of the national infrastructure system.
This large-scale groundbreaking and inauguration ceremony carries profound political significance, celebrating the 14th National Congress of the Party and demonstrating the proactive spirit, responsibility, and determination of the Government in realizing the goal of "infrastructure development ahead of schedule," creating a foundation for sustainable socio-economic development.
According to Mr. Duc, the total length of Vietnam's expressway system will exceed 3,000km by 2025, forming a synchronized inter-regional transport network from North to South. In particular, the Lao Cai - Hanoi - Hai Phong railway line will help shorten the time for transporting goods from border gates to seaports, significantly reducing logistics costs, while expanding import and export capacity and enhancing the competitiveness of the Vietnamese economy internationally.
Beyond economic benefits, these projects create hundreds of thousands of direct and indirect jobs, boost domestic consumption of construction materials, and stimulate the development of supporting industries. Furthermore, the improved rural road and bridge systems, as well as the network connecting remote areas, will provide people with better access to education, healthcare, employment, and commerce, helping to narrow the development gap between regions.
To ensure sustainability, ministries, sectors, and localities have identified "quality, progress, and safety" as top priorities. Construction units are required to be on duty 24/7, closely monitoring technical processes, materials, environmental protection, and occupational safety. The Ministry of Construction particularly emphasizes strict control over the disbursement of public investment funds, avoiding wasteful spending and ensuring the socio-economic effectiveness of each project.
With the simultaneous commencement and operation of key infrastructure projects, Vietnam's transportation landscape will enter a new phase of development. Completed infrastructure not only shortens the distance between regions but also creates momentum for breakthroughs in industry, services, tourism, and logistics. More importantly, it symbolizes the aspiration for progress, demonstrating the nation's internal strength and self-reliance in building a prosperous, modern, and civilized country.
Accordingly, for component project 1, the construction of government administrative offices such as immigration, customs, and port authorities is progressing smoothly. Most buildings have completed construction and are moving into the equipment and interior installation phase. For component project 2, the construction of air traffic control facilities such as the air traffic control tower, technical building, radar station, and VIP building is progressing very well. Workers are focusing on completing and installing specialized equipment. The Vietnam Air Traffic Management Corporation (VATM) has prepared personnel along with more than 60 scenarios to ensure safety, security, and incident response… to meet operational requirements.
Component project 3 has reached nearly two-thirds completion, with the passenger terminal, runway, apron, and internal port traffic progressing very well. Runway 1 has been illuminated since the end of April, served for calibration flights in September, and continued to serve for technical flights on December 15th. In component project 4, the catering, aircraft maintenance hangar, and ground services items are also accelerating, striving to complete all structural construction before December 19th.
