According to Decision 1969/QD-UBND (dated October 13) of the Da Nang City People's Committee, the project will be implemented in two phases by the investor, Ha Long Sun Co., Ltd., with three component projects on the Han, Vinh Dien, Co Co, and Cam Le rivers.

Ha Long Sun Co., Ltd. will invest nearly 9,900 billion VND to build and operate inland waterway tourism on the Han, Vinh Dien, Co Co, and Cam Le rivers in Da Nang City.
Phase 2 (2028 – 2031) comprises two component projects. Component project No. 2 includes the investment in the construction of eight inland waterway terminals along the Vinh Dien and Co Co rivers; auxiliary facilities serving the terminal operations such as access roads, parking lots, waiting areas, ticket booths; landscaped parks, and structures on the land behind the respective terminals; and the purchase of boats and vessels to serve waterway tourism activities.
Component Project No. 3 involves the investment and construction of four inland waterway terminals along the Cam Le River, along with supporting facilities such as access roads, parking lots, waiting areas, ticket booths; parks around the waiting areas and ticket booths; landscaped parks and structures on the land behind the respective terminals; and the purchase of boats and vessels to serve waterway tourism activities.
The project's operating period is 50 years, calculated from the date the investor is granted land allocation or land lease for the implementation of phase 1 of the project.
Previously, in September 2025, the Da Nang City People's Committee also approved the investment plan for the "River of Light" artistic lighting project (phase 1), including new investment in decorative lighting for the Nguyen Van Troi Bridge; new investment in lighting for the Tien Son Bridge (architectural lighting). At the same time, it approved the upgrading of artistic lighting for four bridges: Thuan Phuoc, Han River, Dragon, and Tran Thi Ly.
Artistic water surface lighting - investing in skylight lighting from bridges: establishing a skylight lighting system (high-altitude lighting that simulates natural light or has artistic effects) on bridges spanning rivers. This system both illuminates the water below and creates architectural and artistic highlights for the urban landscape at night.
The specific scope of work includes installing 4 laser lights that project beams into the sky at Thuan Phuoc Bridge, Han River Bridge, Dragon Bridge, and Tran Thi Ly Bridge. An additional 8 laser lights project beams onto the water surface of the aforementioned bridges to create additional lighting effects at key points (the bridges) on the Han River. A central control unit will be installed, and control connections will be established according to the established scenarios.
Phase 2 is expected to include artistic lighting of both embankments and railings along the section from Tran Thi Ly Bridge to Thuan Phuoc Bridge. Additional railings will be installed in sections lacking them, and damaged sections within the project area will be renovated. High-rise buildings on both sides of the Han River are encouraged to install lighting fixtures that reflect off the water's surface, creating a focal point.
The total investment for the project is estimated at approximately 150 billion VND, with implementation scheduled from 2025 to 2027. The investor and project manager is the Da Nang Management Board for Investment and Construction of Civil, Industrial and Technical Infrastructure Projects.
