According to Decision 1969/QD-UBND (dated October 13) of the People's Committee of Da Nang City, the project will be implemented by the investor, Ha Long Sun Company Limited, in two phases with three component projects on the Han, Vinh Dien, Co Co and Cam Le rivers.

Ha Long Sun Company Limited will invest nearly 9,900 billion VND to build and operate inland waterway tourism on the Han, Vinh Dien, Co Co, and Cam Le rivers of Da Nang City.
Phase 2 (2028 - 2031) includes 2 component projects. Component project No. 2 includes investment in the construction of 8 inland waterway wharves along Vinh Dien River and Co Co River; auxiliary works serving the operations of the wharves such as access roads, parking lots, waiting rooms, ticket offices; landscape parks, works on the land behind the respective wharves; purchasing boats to serve waterway tourism activities.
Component project No. 3 invests in the construction of 4 inland waterway wharves along Cam Le River and auxiliary works serving the wharves' operations such as access roads, parking lots, waiting houses, ticket inspection houses; waiting house parks, ticket inspection houses; landscape parks, works on the land behind the respective wharves; purchasing boats to serve waterway tourism activities.
The project's operating period is 50 years, calculated from the date the investor is decided to allocate land and lease land to implement phase 1 of the project.
Previously, in September 2025, the People's Committee of Da Nang City also approved the investment policy for the "River of Light" art lighting project (phase 1), including new investment in decorative lighting for Nguyen Van Troi Bridge; new investment in lighting for Tien Son Bridge (architectural lighting). At the same time, upgrading the art lighting for 4 bridges: Thuan Phuoc, Han River, Dragon and Tran Thi Ly.
Artistic lighting of water surface - investing in skylight lighting from bridges: setting up a skylight lighting system (lighting above simulating natural light or having artistic effects) arranged on bridges across the river. This system not only lights up the water surface below, but also creates architectural and artistic highlights for the urban landscape at night.
The specific volume includes installing 4 laser lights to project the sky at Thuan Phuoc Bridge, Han River Bridge, Dragon Bridge and Tran Thi Ly Bridge. Installing 8 additional laser lights to project water on the above bridges to create additional water lighting effects at the highlights (bridges) on the Han River water surface. Installing the central controller, performing control connections according to the scenario.
It is expected that in phase 2, the two embankments and railings from Tran Thi Ly Bridge to Thuan Phuoc Bridge will be artistically illuminated. Additional railings will be added to sections that do not have them and damaged sections within the project scope will be renovated... High-rise buildings on both sides of the Han River are encouraged to arrange lighting that reflects the water surface, creating highlights.
The total investment of the project is expected to be about 150 billion VND, with implementation period from 2025 to 2027. The investor and project manager is the Management Board of Investment Projects for Construction of Civil, Industrial and Technical Infrastructure Works in Da Nang.
