Da Nang, Quang Ngai: Convenient and smooth administrative procedures on the first day of implementing two-level government

(PLVN) - From the morning of July 1, communes and wards in the two provinces of Da Nang and Quang Ngai simultaneously put the Public Administration Service Center into operation, marking a historic change in the organization of the administrative apparatus, aiming to serve the people more wholeheartedly and effectively.

In Ba Na commune, Da Nang city, the newly formed administrative unit from the merger of Hoa Ninh and Hoa Nhon communes, the atmosphere was bustling and efficient right from the first day. Many residents came to complete administrative procedures, mainly related to household registration, land, and document authentication.

The commune has set up 9 administrative service counters with staff on duty to guide people in performing operations on electronic devices. As a result, the process of receiving and processing documents on the first day of operation of the new model went smoothly, without any congestion.

Ba Na Commune in Da Nang has set up 9 administrative service counters with staff on duty to guide people in performing procedures using electronic devices.

According to Mr. Nguyen Van Buu, Deputy Director of the Ba Na Commune Public Administrative Service Center, the number of people coming to the center to complete paperwork on the first morning was very high due to the merger of communes. Anticipating this situation, the commune had previously focused on reviewing and supplementing equipment and facilities such as equipping the center with computer systems, internet access, and information retrieval devices to serve the people. At the same time, the center organized its staff in a scientific and systematic manner; assigning officers to guide and receive applications from citizens to ensure a smooth operation process.

Similarly, in Thanh Khe ward – the most densely populated area in Da Nang city – the Public Administrative Service Center received a large number of people coming to complete procedures related to household registration, land, and document authentication.

On the first day of implementing the two-tiered government system, Da Nang marked a historic transformation in its administrative structure, aiming to serve the people more wholeheartedly and effectively.

According to PLVN's observations, the staff and civil servants at the service counters clearly demonstrate the spirit of "being close to the people, understanding the people, and serving the people," in line with the spirit of the two-tiered local government.

From the afternoon of July 1st, the number of people coming to complete procedures at the Hai Chau Ward People's Committee was quite large, but the processes still ran smoothly.

Mr. Nguyen Van Duy, Chairman of the People's Committee of the ward, said that the ward has expanded the Public Administrative Service Center from 7 to 14 counters, and organized training to help officials and civil servants become proficient in procedures and confidently serve the people in the new context.

Meanwhile, in Quang Ngai province , along with the rest of the country, 96 communes, wards, and special zones officially began their first working day after completing the administrative unit merger process. Work routines and public service discipline have been established, and the people are satisfied with the state administrative agencies.

At the Tra Bong Commune Public Administrative Service Center, from 7:30 AM onwards, all officials and civil servants were present, ready to perform their duties and serve the people. Citizens coming to carry out administrative procedures were greeted gently, friendly, politely, and received enthusiastic support.

Ms. Ho Thi No from Tra Bong commune happily shared: “From early morning, I came to the commune's Public Administrative Service Center to complete land registration procedures for my family right after the new government started operating. I found the officials very active and enthusiastic, and the work was done quickly.”

Meanwhile, at the 28/8 Hall, the People's Council of Tra Bong commune held its first session to consider and decide on important issues of the commune, such as announcing the Decision of the Standing Committee of the Provincial People's Council on the appointment of the Chairman, Vice Chairman, and heads of the Committees of the People's Council of the commune; the new Chairman and Vice Chairman of the People's Committee of the commune; the establishment of the committees of the new People's Council of the commune… and other important issues.

Along with the rest of the country, 96 communes, wards, and special zones in Quang Ngai province officially began their first day of work.

The urgency and proactiveness in carrying out tasks by officials and the leadership of the commune have demonstrated high political determination in building a new, effective, and efficient commune government apparatus that meets the needs of the people and contributes to the socio-economic development of the locality.

"From the very beginning, I have identified the assigned tasks and the trust and confidence placed in me, and I will strive to lead and direct with the highest determination to successfully complete all assigned tasks," shared Ms. Le Thi Hong Hai, Deputy Secretary of the Party Committee of Tra Bong commune, Quang Ngai province.

The working atmosphere was urgent and serious, with a spirit of innovation, creativity, and action aimed at achieving breakthrough development for this strategically important island district.

On the first day of operating the two-tiered administrative system, all officials and civil servants of the Ly Son Special Administrative Region were mobilized and present at the Public Administrative Service Center to work and serve the people. Thanks to this, preparatory work such as developing regulations and assigning specific tasks to each personnel in receiving applications ensured the smooth operation of the center.
