The Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development has set the goal of making Da Nang one of the localities to become an international center for innovation and startups.
Breakthrough from creative thinking
Deputy Director of the Department of Science and Technology of Da Nang City, Le Thi Thuc, said that in recent times, the innovative startup ecosystem of Da Nang City has developed strongly in both quantity and quality, with basically all components complete and strong connections with domestic and international ecosystems.
“The special highlight of the past time can be said to be the mechanism and policy,” Ms. Le Thi Thuc emphasized. The practice of Da Nang city in the past time shows that policy is an effective “governance tool” for the State to position and promote its role in the innovative startup ecosystem.
At the conference summarizing the implementation of the Project to support the national innovative startup ecosystem for the period 2022-2025 in Da Nang city, the opinions of the creative startup community all agreed that capital is not only a "life source" but also a "fuel" for jet engines to help creative startups escape the scope of ideas and reach out to the market.
However, in the context of limited mobilization of social resources for innovation activities, and the city does not have many technology corporations investing in and leading start-ups, the State's role in incubation and promotion becomes more urgent, requiring not only providing "seed capital" but also creating "institutional capital".
The results of implementing policies to support the development of the innovative startup ecosystem in Da Nang city in recent times show that the city has a "bank" of mechanisms and policies to support the development of the innovative startup ecosystem, including policies from the central to local levels, thereby leading the formation and development of the innovative startup ecosystem with many diverse elements connected and supporting each other.
To create an initial financial boost and develop the number of startup projects, the People's Council of Da Nang City issued Resolution No. 328/2020/NQ-HDND stipulating the content and level of expenditure from the state budget to support the innovative startup ecosystem in Da Nang City until 2025. To date, Resolution No. 328/2020/NQ-HDND has supported 32 businesses with a total budget of more than 6 billion VND.
In the period of 2021-2024, through the city's support programs and incubation and acceleration programs of incubators in the city, 189 innovative startup projects have been developed and 83 businesses have been established, including businesses that have developed strongly, grown rapidly, and raised millions of USD in capital such as: Selly Company, Hekate, EM and AI, VOOC, FiveSS...
Most of the products of innovative start-up businesses are supported through incubation programs and support policies of the city, which have initially commercialized their products and reached the market.
However, the context of global digital transformation with the constantly changing wave of science and technology has created a "double pressure" on the role of the State in the development of the innovative startup ecosystem in Da Nang.
On the one hand, the city needs a new legal foundation that is broad enough to absorb innovative start-up projects and attract large-scale technology projects. On the other hand, the emergence and vibrant development of technology enterprises in breakthrough fields such as artificial intelligence (AI), blockchain technology, financial technology (Fintech)... have reached the "threshold" of previous regulations, forcing the city government to quickly create a specific institutional space to unleash the innovative spirit of the start-up community.
Deputy Director of the Department of Science and Technology of Da Nang City Le Thi Thuc said that in addition to effectively implementing the mechanisms and policies of the Central Government, Da Nang City (old) has developed and submitted to the National Assembly for promulgation specific mechanisms and policies to support the development of innovative startups.
Thereby, Da Nang has effectively implemented 7 specific policies according to Resolution 136/2024/QH15 to create an open legal environment, promoting many technology enterprises to choose Da Nang as a place to develop. "With the policies in the past time, the city has directly supported innovative startups and elements in the innovative startup ecosystem to develop and reach national and international levels," Ms. Le Thi Thuc shared.
Continue to be consistent in thinking and acting
Da Nang's experience shows that, in order to make a 130-step jump to 766th place on the StartupBlink global startup ecosystem map, the Da Nang innovative startup ecosystem has recently made efforts to build connections: state agencies - research institutes, universities - support organizations - business community and related entities, in order to create strong resonance for the ecosystem.
Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation has depicted a "common roof" of "three houses" including: the State, schools and businesses. There, businesses are the center, the main subject, resource and driving force; scientists are the key factor and the State plays the leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation.
Moreover, Resolution No. 57-NQ/TW of the Politburo also sounded a "wake-up call" about the incomplete and in-depth awareness in the development of science, technology, innovation and digital transformation of many State management agencies. From there, tasks and solutions are proposed to raise awareness and make breakthroughs in innovative thinking among cadres and civil servants at all levels and sectors, in order to eliminate the mindset of "if you can't manage it, then ban it", ensuring management requirements and encouraging innovation; at the same time, promoting the spirit of creativity, daring to think, daring to do, daring to take responsibility of cadres and party members in the development of science, technology, innovation and digital transformation.
With Resolution No. 57-NQ/TW of the Politburo, the connection between the components in the Da Nang innovative startup ecosystem not only continues to be affirmed and concretized, but also serves as an important political basis to elevate and strengthen the leading and promoting role of the State with the mindset of "innovation management".
In general, in recent times, Da Nang has shown many positive points in its management thinking to promote the State's leading role in the innovative startup ecosystem, but there are still places and times where thinking and actions have not achieved the necessary consistency and synchronization to effectively implement support policies.
Sharing at the recent summary conference, Director of Avoca AI Joint Stock Company Nguyen Nam Hai said that the difficulties of start-ups are lack of capital, lack of test market and lack of mentors. "In addition, there are also problems that start-ups shared with me when approaching the city's support program, which is the limited amount of support and the procedures and disbursement time are not fast," Mr. Hai shared.
To achieve the goal of becoming an international center for innovation and startups, Da Nang city continues to set out tasks and solutions to build and perfect policy mechanisms to create a favorable environment and legal corridor to promote innovation, focusing on policies to promote scientific research and technology development, application, transfer, and commercialization of research results; research on mechanisms for the City Development Investment Fund to prioritize investment in innovative startup projects; research on the use of the state budget according to the co-investment mechanism with private venture capital funds, research on the formation of a venture capital fund from the state budget for innovative startup projects...
Deputy Director of the Department of Science and Technology of Da Nang City Le Thi Thuc said: “Currently, the draft amendment and supplement to Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City is being studied by the city to propose expanding the scope for more innovative start-up activities. For example, the controlled testing mechanism is being proposed to be expanded throughout the city, aiming to attract technology corporations and domestic and international innovative start-up businesses to Da Nang. The city will continue to effectively implement existing policies, while perfecting mechanisms and policies according to the Law on Science, Technology and Innovation”.
