According to Mr. Thang, currently only 3 relic units, My Son, Hoi An, Ngu Hanh Son, have a relatively suitable team to do the management work, promote the value, and also have a source of income to cover expenses. Some other relics, although ranked as national relics or special national relics, have a very limited staff of direct managers and no source of income, having to rely on limited budget sources. Nearly 500 relics ranked at the provincial level have almost no regularly allocated resources to serve the preservation and promotion of value.
Mr. Thang suggested that it is necessary to conduct careful research to establish a reasonable financial mechanism or that the Department of Finance balances revenue from revenue-generating relics to re-grant to management units without revenue; or assign revenue-generating units to take charge of managing and preserving related relics and heritages; or arrange the city's budget and the Central target program. In addition, Da Nang City needs to study the establishment of a local cultural heritage conservation fund to mobilize resources from domestic and foreign organizations and individuals to support the protection and promotion of heritage values. Mr. Thang also suggested that Da Nang City quickly assign and decentralize management; review and determine which relics and heritages are under the direct management responsibility of the relic and scenic spot management boards under the Department of Culture, Sports and Tourism, and which relics should be assigned to the People's Committees of communes and wards for management.
