In the 2021-2025 period of building new rural areas, Dong Nai continues to focus on investing in the development of synchronous and modern rural infrastructure, linked with the development of high-quality agricultural zones, large-scale crop and livestock farming areas with modern technology.
Impressive results
In building new rural areas, localities in the province prioritize investment in rural transportation infrastructure, electricity, and water supply for daily life and production. In addition, educational and healthcare facilities are also given attention and upgraded, contributing to improving the quality of life for the people.
During the process of building new rural areas, Dong Nai province has always paid attention to investing in the development of remote areas, mountainous regions, and areas inhabited by ethnic minorities facing difficulties, contributing to changing the face of rural areas and gradually narrowing the gap between urban and rural areas.
The border commune of Bu Gia Map embarked on building a new rural area from a low starting point and faced many difficulties, including a sparse population, a predominantly ethnic minority population, and a large geographical area. During the 2020-2025 term, the commune allocated funds for the construction of 82 projects and works with a total capital of over 83.7 billion VND, contributing to the completion of infrastructure and meeting the needs of the people in various fields. Thanks to this investment, the percentage of households using electricity reached 98%. Waste is collected centrally, and cemeteries are planned according to regulations...
In particular, the commune has successfully mobilized capital contributions from the people. From 2021 to the present, the entire commune has invested in 16km of street lighting with contributions from the people themselves; the people have also contributed more than 2 billion VND to asphalt rural roads under a special mechanism; and repaired and upgraded damaged rural roads. In addition, other criteria regarding investment in irrigation, electricity, housing, education, health, culture, etc., have all been met.
Xuan Loc is a leading locality in building advanced and model new rural areas in the province. This impressive achievement is due to the fact that from the very beginning of the new rural area development program, the commune clearly identified and chose agricultural production development as a breakthrough. A crucial condition for this is the focus on building a comprehensive economic, cultural, and social infrastructure; prioritizing investment in low-voltage electricity for production areas, upgrading irrigation systems, and paving inter-commune and main commune roads.
In the period from 2019 to 2024 alone, the total local resources mobilized for the New Rural Development Program reached tens of thousands of billions of VND from the state budget; capital attracted from businesses, and capital mobilized from the community... As a result, transportation, urban, and service infrastructure has seen breakthrough development. The rural transportation system has received significant investment, especially roads connecting communes and reaching hamlets and concentrated production areas. Infrastructure projects serving production, such as internal field roads, rural electricity, irrigation canals, and dams, have also been invested in comprehensively.
According to Deputy Director of the Department of Agriculture and Environment Nguyen Van Thang, agricultural production in the province developed well during the 2021-2025 period, and the construction of new rural areas achieved outstanding results. The agricultural sector structure shifted in the right direction, promoting the development of clean agriculture, organic agriculture, and high-tech agriculture. The province ranked first nationwide in the number of communes meeting the model new rural area standards, second in the number of communes meeting the advanced new rural area standards, and has completed the pilot project to build Xuan Loc district into a model new rural area. To date, the average number of criteria met per commune in the province is 18.66. In particular, investment in rural transportation infrastructure, irrigation, and electricity for daily life and production has yielded many impressive achievements.
Investing in infrastructure continues to be a breakthrough area.
The draft Political Report of the Dong Nai Provincial Party Committee presented to the 1st Dong Nai Provincial Party Congress, term 2025-2030 (8th session), has outlined solutions to further develop agricultural production and achieve outstanding results in building new rural areas. These include promoting the restructuring of the agricultural sector; developing high-quality agricultural zones, large-scale crop and livestock farming areas with modern technology; developing rural industries and specialized farming areas. This forms the basis for the formation of smart agricultural production; building the province into a center for preserving and processing agricultural products, and a center for plant breeding in the Southeast and Central Highlands regions. In particular, boosting investment in infrastructure remains a breakthrough.
According to Le Cam Tu, Vice Chairman of the People's Committee of Tan Loi Commune (Dong Nai Province): Tan Loi Commune is a gateway bordering the former Binh Phuoc and former Dong Nai provinces, with many advantages in attracting and developing concentrated livestock farming. The commune's orientation in the coming time is to develop large-scale farm animal husbandry, applying high technology. Therefore, we hope that the Provincial People's Committee and relevant departments and agencies will provide guidance and direction on land use development for the commune; pay attention to allocating funds and creating favorable conditions for the locality in preparing land use plans; and especially prioritize investment in electricity and transportation infrastructure to attract investors.
In the coming period, localities throughout the province will continue to vigorously implement the New Rural Development Program, sustainable poverty reduction, and the elimination of temporary and dilapidated houses. The Department of Agriculture and Environment needs to closely coordinate with the Central New Rural Development Coordination Office to proactively develop a plan for implementing the New Rural Development Program in the next phase. This includes striving to increase the percentage of rural households using clean water to 79%, with at least 43% using water from centralized systems. These are key criteria directly linked to the quality of life of the people.

Sharing the same view, the Chairwoman of the People's Committee of Tri An commune (Dong Nai province), Nguyen Thi Dung, stated: The commune has advantages in developing agricultural tourism and ecotourism. She requested the Provincial People's Committee to pay attention to investing in transportation infrastructure, especially key projects such as the Ma Da bridge, provincial road 761, and provincial road 742... In addition, she hoped for support from the Provincial People's Committee in connecting and attracting investors into the fields of processing and deep processing of agricultural products linked to tourism development.
