Right from the beginning of the 2020-2025 term, based on the plans and guidelines of the Lao Cai Provincial Party Committee on research, compilation, dissemination, and education of Party history for the 2021-2025 period, and Project No. 10 dated December 9, 2020, on "Improving the effectiveness of political and ideological work, propaganda, and mobilization in Bao Yen district for the 2020-2025 period" of the XXII term of the Bao Yen District Party Committee, the Bao Yen District Party Committee issued plans and official documents to lead and direct the research, compilation, dissemination, and education of Party history and traditional history in the district.


To date, the district Party Committee and 100% of the commune and town Party Committees in the area have completed the compilation and publication of their local Party histories. All published and ongoing publications ensure adherence to Party principles, scientific rigor in research and collection, fighting spirit, ideological direction, and the correct orientation of the Provincial Party Committee and the Provincial Propaganda Department.

A new development is that, based on the history of the District Party Committee, the District Party Committee's Propaganda Department has compiled a document on Party history for dissemination in subordinate Party branches, Party committees, educational institutions, and the District Political Center. Similarly, based on the history of the Party committees of communes and towns, the Propaganda Department has directed the Party committees to compile a concise document on Party history for use in subordinate Party branches and educational institutions in the locality.
In 2024, the Propaganda Department of the Bao Yen District Party Committee is currently compiling Volume 1 of the District Party Committee Documents, covering the period 1965-1985. The editorial team is currently collecting materials. According to the plan, the history of the Party Committees of Xuan Hoa, Thuong Ha, Minh Tan, Bao Ha, Vinh Yen, Nghia Do, Viet Tien, and Phuc Khanh communes will be reprinted this year. The District Party Committee directs the Party Committees of the agencies to collect materials, research, and compile the history of their respective Party Committees and traditional histories, including: the History of the District Military Party Committee (1965-2020); the History of the Health Party Committee; the History of the District Police Party Committee; and the District People's Council Yearbook. Notably, a reprinted edition of the History of the Pho Rang Town Party Committee will be released on the occasion of the 75th anniversary of the Pho Rang Victory (June 22, 1949 - June 22, 2024).
In Lao Cai city, thanks to the close attention and guidance of the City Party Committee in promoting the research and compilation of Party history and the traditions of industries, agencies, and units, the number of historical books and commemorative volumes published and distributed has increased in both quantity and quality.


From 2018 to the present, the Lao Cai City Party Committee has completed and published the following books: History of the Lao Cai City Party Committee (1950 – 2020); Documents of the Lao Cai City Party Committee, Volume 1 (1950 - 1979); Proceedings of the seminar “Lao Cai City: 30 Years of Re-establishment, Construction, Integration and Development (1992 - 2022)”; photo book “Lao Cai City - Outstanding Events, Images and Examples (1992 - 2022)”; and the document “Education on the History, Traditions, Culture and People of Lao Cai City”.
In 2024, the Lao Cai City Party Committee is finalizing the publication of the book "History of Lao Cai City from 1907 to 2022". With the publication of this book, Lao Cai City is the first unit in the province to undertake the writing of its local history.


Party committees at the commune, ward, agency, and unit levels in the city have also actively researched, compiled, and published their party history and traditional books. To date, only Thong Nhat commune has yet to publish its party history, due to its recent establishment under Resolution No. 896 of the National Assembly Standing Committee on the rearrangement of district and commune-level administrative units in Lao Cai province. Two units have completed the publication of their commemorative yearbooks: the City Party Committee's Inspection Committee and the Party Committee of the City's Party and Mass Organization Agencies. Four units have completed the publication of their sectoral history books: the City Police Party Committee; the City Education and Training Department Party Branch; the City High School No. 1 Party Branch; and the City Committee of the Vietnam Fatherland Front.
In 2024, the Military Party Committee, the Health Party Committee, the City Women's Union, and the Lao Cai City Youth Union are collecting documents and preparing the conditions for writing the history of the Party and the traditions of their respective sectors.

Not only in Bao Yen district and Lao Cai city, but to date, 13 out of 13 Party committees directly under the Provincial Party Committee have completed their Party history; 40 out of 70 provincial departments and agencies have completed their history and traditions (reaching 57%); and 130 out of 152 communes, wards, and towns have completed their Party history (reaching 85.5%).


For example, in Van Ban district, all 22 commune-level Party committees have completed the research, compilation, and publication of their grassroots Party committee histories; 10 agencies and units have compiled their sectoral traditions. Van Ban district completed this task two years ahead of the target set in Project 17-DA/TU of the Lao Cai Provincial Party Committee on "Improving the effectiveness of political, ideological, propaganda, and mobilization work in Lao Cai province in the 2021-2025 period".


According to the Provincial Party Committee's assessment, the research and compilation of Party history has been actively implemented by all levels and sectors in recent times; the quality of publications has been increasingly improved. These outstanding results stem from the Provincial Party Committee's issuance of Directive No. 40 on "Strengthening and improving the quality of research, compilation, dissemination, and education of Party history in the province."
