On June 13, the Provincial People's Committee held a meeting to resolve a number of issues related to disbursement, capital allocation and compensation plans to support site clearance for the construction of the Ring Road 4 - Hanoi Capital Region, the section passing through Hung Yen province. Overview of the meeting

In order to have a legal basis to help localities deploy and accelerate site clearance work to implement the Ring Road 4 - Hanoi Capital Region investment project, the section passing through the province, the Provincial People's Committee issued Decision No. 1239/QD - UBND dated June 7, 2023 on approving the feasibility study report of Component Project 1.2: Compensation, support, resettlement in Hung Yen province under the Ring Road 4 - Hanoi Capital Region investment project. Accordingly, Component Project 1.2 has a total investment of over VND 3,739 billion from the central budget. Of which, the proposed capital for 2023 is 1,870 billion VND, allocated according to the project implementation phase, specifically including: From now until June 30, 2023, allocate 400 billion VND to Van Giang district, 200 billion VND to Van Lam district, 180 billion VND to Yen My district, 29 billion VND to Khoai Chau district to pay compensation and support for households; repay land fund debt 42 billion VND. From June 30, 2023 to December 31, 2023, the allocation of the remaining funds depends on the progress of the localities. The Department of Transport will allocate to meet the project implementation requirements, giving priority to localities with pre-approved plans, and at the same time pay to units carrying out the technical infrastructure relocation work. The budget will be balanced to disburse 1,870 billion VND, reaching 100% of the capital plan assigned in 2023.

Concluding the meeting, Comrade Nguyen Hung Nam, Vice Chairman of the Provincial People's Committee requested: Based on the feasibility study report of Component Project 1.2 approved by the Provincial People's Committee, Van Lam, Van Giang, Khoai Chau and Yen My districts urgently decide to approve the overall compensation for agricultural land in the area as a basis for the Hung Yen State Treasury to allow the investor, the Department of Transport, to transfer funds to localities to carry out the work of paying compensation and supporting the people; ensuring that by the end of June, the compensation plan for site clearance of the districts must be approved. The Department of Transport and related departments and branches guide the districts to apply and complete legal procedures and documents according to regulations, the process of advance payment and payment according to a common unified form. The Hung Yen State Treasury directs the State Treasuries of Van Giang, Khoai Chau, Yen My and Van Lam districts to create conditions and support localities to pay compensation for site clearance as quickly as possible. The Department of Planning and Investment coordinates with localities to guide and find locations for businesses to move quickly and most conveniently. The Department of Transport coordinates with the Provincial People's Committee Office to develop a detailed plan for the groundbreaking ceremony of the Ring Road 4 - Hanoi Capital Region construction investment project through the province.
