Component 1 of the compensation, support, and resettlement project for site clearance (GPMB) in Van Ho and To Mua communes has a total area to be recovered of 318.65 hectares, involving 760 households, including 4 resettlement sites, 2 rest stops, and 33.3 km of road. Construction started in April 2025. Up to now, the commune has completed the GPMB for 3/4 resettlement sites (including Pang, Pa Puoc, and Na Cha villages), 2/2 rest stops, and 30.06 km of road.
Mr. Nguyen Hong Thanh, Chairman of Van Ho Commune People's Committee, said: The Commune People's Committee focuses on directing specialized departments and divisions to appraise and submit for approval the compensation plan for land clearance at locations arising according to the design documents. At the same time, strengthen propaganda and mobilization work, ensure publicity and transparency, thanks to which people basically have high consensus. Particularly for the Ui resettlement site, the commune has paid compensation and handed over the site to 8/11 households to the construction unit, while 3 households are completing compensation procedures, of which 1 household must process the revocation of the land use right certificate due to incorrect location issuance. The commune government is coordinating with the Provincial Land Fund Development Center to resolve the matter by December 2025.
Being present at the Na Cha resettlement site, To Mua commune, we can clearly feel the urgent construction atmosphere. Mr. Nguyen Quang Anh, Director of Quang Hieu Consulting and Construction Co., Ltd., the construction unit, informed: The Na Cha resettlement site has a total area of 2.32 hectares, with a scale of 48 households. The unit was assigned to carry out items such as roads, foundations, cultural houses, electricity, stone embankments, surrounding walls, drainage ditches, etc. Thanks to the early handover of the site, we proactively organized 3 continuous construction teams. Currently, the unit is focusing on handling weak foundation sections, driving piles for the cultural houses, striving to complete internal roads and hand over the foundations of resettlement plots to the people by the end of December.
Since the policy of building resettlement sites was approved, Na Cha village has organized many meetings and propaganda to help people understand the long-term benefits of the project. Commune and village officials regularly go to each household to propagate and support in resolving difficulties in compensation and measurement procedures. Thanks to that, the land acquisition work in Na Cha village was completed quickly and smoothly, without any complaints.
Mr. Vi Van Khoan, Party Cell Secretary, Head of Na Cha village, shared: The villagers are very supportive of the expressway project, all households agree to hand over the site early to the construction unit. Witnessing the construction site working day and night, many items have been completed ahead of schedule, we are very excited. Hopefully, the resettlement site will be completed on schedule so that people can soon stabilize their homes and work with peace of mind.
In addition to the achieved results, the implementation of resettlement projects is facing some difficulties. Component project 1 has a total investment of 456 billion VND, but so far only about 30% has been disbursed. Mr. Nguyen Hong Thanh, Chairman of the People's Committee of Van Ho commune, explained: The capital for compensation and support payments to households accounts for a large proportion of the total investment of the component project. Currently, the commune has approved the compensation plan for households. However, according to the provisions of the Land Law, the locality must carry out the process of publicly posting the land origin, recovered area and compensation plan within 45 days before organizing the payment. Therefore, although the documents have been approved and the implementation work is very urgent, the overall disbursement rate has not met expectations. We are continuing to follow the correct procedure and strive to complete the payment in December 2025.
The Hoa Binh - Moc Chau expressway construction investment project is designed according to the expressway standards TCVN 5729:2012, speed 80km/h, scale 4 lanes, roadbed width 22m. The total length of the route through Son La province is about 32.3km, passing through Van Ho, To Mua communes and Van Son ward. Currently, Van Ho commune is coordinating with the provincial departments and branches to deploy solutions to overcome difficulties, striving to hand over 100% of the site in December 2025. At the same time, continue to implement construction packages at resettlement sites and relocate power lines within the scope of land acquisition and clearance that have started.
The work of site clearance and construction of resettlement sites for the Hoa Binh - Moc Chau Expressway Investment Project is entering the final stage. With the attention and close direction of the province and the determination of Van Ho commune, the resettlement sites and the entire project site are being implemented according to the set schedule, creating important conditions for the national key traffic project to be implemented smoothly, contributing to opening up new development space for Son La province as well as the entire Northwest region.
