Proposing Thanh Hoa, Hue, Ninh Binh to strengthen management and protection of relics

VHO - The Ministry of Culture, Sports and Tourism has requested the People's Committees of Thanh Hoa, Hue and Ninh Binh provinces/cities to direct functional agencies and local authorities to strengthen management, protection and promotion of the value of historical-cultural relics and scenic spots.

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Official Dispatch No. 2895/BVHTTDL-DSVH to the People's Committees of Thanh Hoa, Hue and Ninh Binh provinces/cities on strengthening the management, protection and promotion of the value of historical - cultural relics and scenic spots.

Following the directive of Deputy Prime Minister Mai Van Chinh in Official Letter No. 4729/VPCP-KGVX dated May 28, 2025, from the Government Office regarding gathering information and promptly implementing appropriate solutions within their authority to ensure effective management, protection, and promotion of the value of heritage sites and relics nationwide, the Ministry of Culture, Sports and Tourism requests the People's Committees of Thanh Hoa, Hue, and Ninh Binh provinces/cities to direct relevant agencies and local authorities to strengthen the management, protection, and promotion of the value of historical and cultural relics and scenic landscapes.

In particular, localities are requested to comply with the provisions of the law on cultural heritage and international treaties in the UNESCO Conventions that Vietnam has signed related to world cultural and natural heritage.

Strictly implement the Law on Cultural Heritage and its guiding documents; Directive No. 274/CT-BVHTTDL dated September 23, 2022, of the Minister of Culture, Sports and Tourism on strengthening state management of certain cultural and artistic activities, festivals, protecting and promoting the value of cultural heritage, restoring and developing tourism; Official Letter No. 3656/BVHTTDL-DSVH dated August 27, 2024, and Official Letter No. 1218/BVHTTDL-DSVH dated March 25, 2025, of the Ministry of Culture, Sports and Tourism on strengthening the management of activities to protect, preserve, restore, and promote the value of historical and cultural relics and scenic spots.

Review all inventoried and classified historical sites in the area, ensuring that there is an organization or representative directly responsible for managing, protecting, and overseeing each site. The site management system must be effective and efficient to properly protect historical sites, preventing situations where sites lack a designated or clearly defined person responsible, and avoiding delays in detecting and addressing violations. In cases exceeding their authority, they must report to the provincial People's Committee for consideration and action.

Review, supplement and complete the scientific records of relics, and promulgate regulations on management, protection and promotion of the value of historical - cultural relics and scenic spots under its authority. This clearly defines the regulations on protection of relics, artifacts belonging to relics, and cultural landscapes of relics, along with the specific assignment of protection responsibilities to organizations and individuals in an effective manner.

Organize reviews, draw lessons, clarify the responsibilities of relevant organizations and individuals, and prevent similar cases of relic encroachment; Direct the strengthening of management, security and safety of relics and relic artifacts as well as relic management in the area; proactively develop plans to prevent, detect early and be ready to stop and handle acts of encroachment and vandalism. Promote propaganda and education to raise awareness and perception of relic protection in the community.

Referring to the Law on Cultural Heritage of 2024, which was passed by the 15th National Assembly of the Socialist Republic of Vietnam at its 8th session on November 23, 2024, and will take effect from July 1, 2025, in which Clause 4 of Article 90 concerns the state management responsibilities of provincial People's Committees regarding cultural heritage, the Ministry of Culture, Sports and Tourism requests that localities adequately prepare the necessary conditions (finance, human resources, databases, etc.) to ensure effective state management according to the decentralization and delegation of authority, in order to protect and promote the value of cultural heritage in general and historical sites in particular. They should proactively plan and organize the implementation of the Law on Cultural Heritage to ensure timeliness, uniformity, and effectiveness.

Organize propaganda, dissemination and training for officials working in management of sectors and fields under the scope of the Law on Cultural Heritage of the locality, people and businesses on the new provisions of the Law and documents detailing the implementation of the Law. Guide and direct local news agencies, newspapers and magazines to have a plan to widely disseminate the Law on Cultural Heritage and documents detailing the implementation of the Law.
