Proposal to prioritize adding the Cam Lo - Lao Bao Expressway Project to the investment portfolio from central capital sources for the 2026 period

In order to expedite the completion of the investment strategy to build 5,000 km of expressways in accordance with the spirit of the 13th National Congress Resolution of the Party, contributing to the completion of infrastructure in the North Central and Central Coastal regions, today, September 24th, the People's Committee of Quang Tri province sent a document requesting the Prime Minister to pay attention to and prioritize the inclusion of the Cam Lo - Lao Bao expressway project in the list of investment projects from the central budget in the medium-term plan for the period 2026-2030 of the transport sector.

The Cam Lo - Lao Bao expressway project is a driving force for the North Central and Central Coastal regions of Vietnam. Once completed, this route will connect the region with other countries along the East-West Economic Corridor, providing the shortest and most convenient gateway to the East Sea, contributing to reduced logistics costs, and promoting the development of the provinces in the North Central and Central Coastal regions.

In the National Expressway Network Plan; the Road Network Plan for the period 2021-2030, with a vision to 2050, approved by the Prime Minister , the Cam Lo - Lao Bao expressway is prioritized for investment before 2030.

In 2022, the People's Committee of Quang Tri province was approved by the Prime Minister as the competent authority to call for investment in the project under the public-private partnership (PPP) method. Currently, the project proposal under the PPP method has been completed, with a length of 56 km, a completed 4-lane road, a width of 24.75 m, and a design speed of 100 km/hour. The project has a total investment of VND 13,952 billion and passes through the districts of Huong Hoa, Dakrong, Cam Lo, and Trieu Phong.

However, to ensure feasibility, the financial plan and the ease of attracting non-budgetary investment through the PPP method require a very large amount of state capital participation, exceeding the state capital participation ratio in PPP projects as stipulated in Clause 2, Article 69 of the PPP Law.

Therefore, the People's Committee of Quang Tri province has submitted a proposal to the Government requesting the application of special mechanisms and policies, and for attention to support and allocation of state capital to participate in the project from the increased revenue of the central budget for the period 2023-2025, and from the medium-term public investment plan of the central budget for the period 2026-2030.
