Proposal to add indicators on the rate of access to digital services and digital infrastructure

Commenting on the specific objectives of the National Target Program, delegate Do Van Yen (Ho Chi Minh City) suggested adding an indicator on "the rate of people accessing digital services and digital infrastructure" because digital transformation is an inevitable trend, not only helping to develop physical infrastructure but also promoting competitiveness, expanding markets, creating new livelihoods and ensuring the sustainability of poverty reduction results.

On the morning of December 5, the National Assembly discussed at the Hall the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas by 2035.

Prioritize the development of rural areas and ethnic minority areas

Speaking at the Hall, delegate Do Van Yen stated that this is a major policy of strategic significance, demonstrating the consistent viewpoint of the Party and State on prioritizing the development of rural areas and ethnic minority areas, narrowing regional gaps and ensuring equal development opportunities for all people.

However, in order for the resolution to be both feasible and create real development momentum, delegates proposed a number of contents that need to be further studied and improved.

Regarding the specific target provisions in Clause 1, Article 1, delegates agreed with the target group towards building modern new rural areas, reducing multidimensional poverty and improving people's lives. However, the Drafting Committee was requested to study and add a measurement indicator on "the rate of people accessing digital services and digital infrastructure in rural areas and ethnic minority areas" to be consistent with the national digital transformation orientation.

According to delegate Do Van Yen, adding this indicator will ensure that development goals not only focus on physical infrastructure but also prioritize digital infrastructure - a decisive factor in improving competitiveness, creating new jobs and connecting markets for rural and mountainous areas, thereby increasing the sustainability of poverty reduction and increasing people's income.

Regarding the implementation budget in Clause 3, Article 1, delegates recommended considering adding a mechanism to “preserve development investment capital for essential infrastructure” for localities with high poverty rates and budget difficulties. The reason is that without a capital preservation mechanism, some localities may have to adjust to other urgent spending tasks, leading to disruptions in infrastructure investment, prolonging the time to complete the new rural goals.

Cutting administrative procedures for small-scale projects

Regarding the principle of allocating central budget capital, delegates highly appreciated the priority given to particularly difficult areas. However, to overcome the situation of slow disbursement and scattered investment, delegates proposed adding the criteria of "the level of completion of targets and disbursement efficiency in the previous period". According to delegates, this approach will create strong motivation for localities in organizing implementation, while contributing to enhancing responsibility, flexible management and effective use of public investment resources.

Regarding the implementation mechanism, delegates agreed with the establishment of a Joint Steering Committee to avoid overlaps and improve coordination efficiency. In addition, delegates proposed adding a mechanism to reduce administrative procedures for small-scale projects with simple techniques under community supervision.

Commenting on the tasks assigned to the Government in Clause 1, Article 2, delegates agreed with the request to review, amend and issue specific mechanisms to implement the Program. At the same time, it was proposed to build a common database system nationwide, integrating the indicators of all three programs: new rural areas, multidimensional poverty reduction and socio-economic development in ethnic minority areas. According to delegates, the unified database will enhance transparency, support monitoring and evaluation work and be an important foundation for policy making to adjust to practical fluctuations.

The delegate also emphasized that this National Target Program has a wide scope, a long implementation period and is associated with vulnerable groups, so it is necessary to ensure feasibility, consistency and effective implementation. The delegate expressed the hope that the Resolution, when issued, will truly come into life, improve income, quality of life and development opportunities for rural people and ethnic minority areas, thereby strengthening the great national unity bloc and creating a solid foundation for national development in the new period.
