Prioritize supplementing medium-term public investment plans
Accordingly, the State Capital Management Committee at Enterprises proposed that the Ministry of Transport prioritize adding the Cao Xa Railway Station Upgrade and Renovation Project to the medium-term public investment plan for the 2021-2025 period, or from economic career capital for phase 1 of the project with an estimated investment of about 61 billion VND.
The agency also proposed that the Ministry of Transport grant a license for international transit operations at Cao Xa station from the first quarter of 2024.
The State Capital Management Committee proposed that the Ministry of Transport consider investing in Cao Xa station infrastructure to serve international transport activities.
Speaking to Giao thong Newspaper, a representative of Vietnam Railway Corporation said that Cao Xa station is located on the Hanoi - Hai Phong railway line. Currently, the station has 3 railways and a cargo yard responsible for passing trains and loading and unloading goods.
Although close to many industrial parks such as Dai An, Cam Dien, Phuc Dien, Tan Truong, Ken mark, the distance from the station to the center of Hai Duong city is about 5km and convenient for traffic connection, but currently Cao Xa station only serves the transportation of domestic goods such as fertilizer, cement; Low transportation volume.
Meanwhile, Hai Duong is currently one of the provinces with the leading production and processing of import and export goods in the country with nearly 20 industrial parks and more than 50 industrial clusters. The demand for importing materials and raw materials for production of enterprises in the province is very high for goods from China to Vietnam.
On the contrary, the demand for exporting products from FDI enterprises and factories to markets in China, Europe, Central Asia, etc. is also very large. However, goods in Hai Duong province are not yet directly imported and exported by rail because the stations in the province do not have yards that meet the standards for container exploitation.
Regarding rail transport, from Cao Xa station to Yen Vien station is about 50km, from here organizing international transport to China and other countries through Lao Cai and Dong Dang border gates is very convenient.
Convenient customs procedures, import and export transportation
Previously, according to Giao thong Newspaper, Vietnam Railways Corporation proposed to upgrade and renovate Cao Xa station to meet the conditions of an international transit station, which meets the regulations on conditions for duty-free business, warehouses, customs clearance locations, assembly, inspection, and customs supervision.

Specifically, in phase 1, Vietnam Railways Corporation proposed to invest about 61 billion VND (excluding site clearance) to carry out the following items: Renovating road No. 3 into a vehicle pick-up and storage road with a length of about 600m; Building a new loading and unloading road about 250m long; Building a new office building, customs service 200m2; Building a new warehouse 1,000m2, cargo yard 10,000m2...
After completing the construction investment and putting into operation with the above scale, phase 2 will continue to research and invest in upgrading and completing the Cao Xa station complex with the scale of: Building a new carriage storage road about 600m long; 4 carriage loading and unloading and storage roads, each about 250m long; A carriage consolidation road about 250m long; Building a new customs office of 200m2; Building a new warehouse of 10,000m2, a cargo yard: 28,600m2 with accompanying lighting, water supply and drainage, surveillance cameras and fire protection systems; Building a new 800m protective fence; Renovating two level crossings. The total estimated investment of this phase is 234 billion VND.
"Organizing international intermodal transport by railway in Hai Duong will provide additional solutions for businesses importing and exporting goods in the province to China, Europe, Central Asia... to choose a method to shorten transportation time by 2/3 compared to traditional sea routes; Carry out procedures for declaring and importing and exporting goods right in the province...", said a representative of Vietnam Railways Corporation.
