Developing public passenger transport using electric vehicles.
According to delegate Nguyen Ngoc Son ( Hai Duong delegation), Clause 2, Article 5 of the draft Law stipulates the policy of "prioritizing the development of public passenger transport by bus".
Delegates argued that such regulations are inappropriate. Public passenger transport development involves many types and vehicles, so a general regulation should prioritize the development of mass public passenger transport to ensure greater coverage.
Mass public passenger transport is a specialized term encompassing urban rail (subways, surface rail, elevated rail, automated monorail, tram lines) and bus systems (Bus Rapid Transit - BRT, buses).
In addition, it is necessary to include provisions prioritizing the development of public passenger transport in conjunction with a roadmap to restrict private vehicles in major cities. At the same time, policies prioritizing the development of roads serving vulnerable groups (people with disabilities, the elderly, children, pregnant women, etc.) should be specifically detailed in the draft laws.

Delegate Huynh Thi Anh Suong ( Quang Ngai Delegation) stated that, regarding the development policy for road transport, it is necessary to add regulations prioritizing the development of public passenger transport by electric vehicles. Currently, public passenger transport by electric vehicles has already been established. It is predicted that this type of transport will develop further in the future.
"We need preferential policies to develop electric vehicles into a mainstream mode of transportation, in line with global trends, contributing to the development of green transportation and environmental protection," suggested delegate Huynh Thi Anh Suong.
Regulations governing the transportation of students by car.
Commenting on the operation of transporting students by car, delegate Nguyen Thi Mai Thoa (Hai Duong delegation) said that it is essential for the law to have specific regulations to strictly manage the transportation of students between their homes and schools, or to facilitate their participation in other school activities. This is because children are a vulnerable group and easily harmed. In reality, there have been many tragic accidents related to transporting students.

Given that the most important aspects of this activity are already stipulated in the Law on Road Traffic Order and Safety, the representative suggested that the draft Road Law should only stipulate: The activity of transporting students by car is one of the types of passenger transport that must fully comply with the general regulations on passenger transport.

However, delegate Nguyen Hai Dung (Nam Dinh delegation) argued that drafting these two separate laws would be quite difficult, especially since related content is regulated in both draft laws.
“There are many issues that need to be clarified and considered before deciding whether to regulate in one or both laws. For example, with school buses, one person is the driver and the other is the student manager. The draft Road Traffic Law stipulates that drivers must have at least two years of passenger transport experience. However, the draft Law on Road Traffic Order and Safety only has regulations for the manager…,” Representative Nguyen Hai Dung cited as an example.
Focus on rural transportation.
Representative Tran Thi Thu Phuoc (Kon Tum Delegation) suggested that regulations are needed to attract maximum resources outside the state budget for the development of transportation infrastructure. According to the representative, Clause 1, Article 5 of the draft Law addresses more specific policies to support the improvement of rural roads, especially in mountainous areas, remote areas, and areas facing many difficulties.

The drafting committee needs to conduct research to propose policies aimed at maximizing the mobilization of all resources for the construction of rural transportation infrastructure, especially in mountainous, remote, and disadvantaged areas, such as preferential policies for businesses investing in construction and social mobilization...

During the discussion session, Minister of Transport Nguyen Van Thang acknowledged the opinions of the National Assembly deputies. Based on the opinions of the National Assembly deputies in the working group, the drafting committee has prepared a preliminary report on the feedback and explanations.

In a report clarifying the issues raised by the delegates, the Minister of Transport stated that, regarding general matters such as the content and scope of regulation, the Ministry will closely coordinate with the Ministry of Public Security to review and ensure consistency, avoid duplication, and facilitate application.
Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong stated: 24 delegates spoke, 1 delegate debated, and 17 delegates registered but were unable to speak due to time constraints. He requested that delegates submit their opinions to the Secretary General of the National Assembly for compilation.
