Telegrams and Letters of Congratulations on Vietnam National Day

On the occasion of the 79th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2024), the leaders of the Lao People's Democratic Republic, the People's Republic of China, the Kingdom of Cambodia, the Republic of Cuba, the Russian Federation, the Republic of India, the Democratic People's Republic of Korea, and Mongolia sent congratulatory messages and letters to the leaders of the Party and State of Vietnam.

(1 ) General Secretary of the Central Committee of the Lao People's Revolutionary Party, President of the Lao People's Democratic Republic Thongloun Sisoulith, Prime Minister of the Lao People's Democratic Republic Sonexay Siphandone and President of the National Assembly of the Lao People's Democratic Republic Saysomphone Phomvihane jointly sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam , President of the Socialist Republic of Vietnam To Lam, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh and President of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.

The Party, State, and People of Laos are proud and delighted to see that the great friendship, special solidarity, and comprehensive cooperation between the two Parties, two States, and peoples of Laos and Vietnam, built by the great President Ho Chi Minh , the beloved President Kaysone Phomvihane, and President Souphanouvong, continues to be preserved and nurtured, deepening and becoming increasingly effective, becoming an invaluable asset of the two nations of Laos and Vietnam.

At the same time, key Lao leaders also expressed their deep gratitude and sincere thanks to the Party, State, and People of fraternal Vietnam for the valuable, timely, and effective assistance given to Laos during its struggle for independence and in the current period of national construction and development; affirming that they will continue to cooperate closely with the Party, State, and People of fraternal Vietnam to preserve and cultivate the unique and special relationship between Laos and Vietnam, ensuring it remains ever-lasting, brings practical benefits to the people of both countries, and contributes to peace , stability, cooperation, and development in the region and the world.

Key leaders of Laos wished the Party, State, and People of fraternal Vietnam, under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, continued success in implementing the Resolution of the 13th National Congress of the Communist Party of Vietnam, achieving the goal of a prosperous people, a strong nation, democracy, fairness, and civilization.

(2) General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China Xi Jinping sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam; Premier of the State Council of the People's Republic of China Li Qiang sent a congratulatory message to Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh; Chairman of the Standing Committee of the National People's Congress of the People's Republic of China Zhao Leji sent a congratulatory message to Chairman of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.

Chinese leaders have praised the Communist Party of Vietnam for its unity and leadership in achieving encouraging results in the socialist industrialization and modernization process. They believe that under the steadfast leadership of the Communist Party of Vietnam, Vietnam will continue to succeed on the socialist path in accordance with the country's circumstances.

Chinese leaders recalled the State visit to China by General Secretary and President To Lam and the working trip by Prime Minister Pham Minh Chinh. During these visits and working sessions, both sides reached important common understandings on the strategic significance of promoting the building of a China-Vietnam community with a shared future; and agreed to continue promoting the development of the socialist cause worldwide, making positive contributions to peace and progress for humanity.

Chinese leaders assessed that 2025, marking the 75th anniversary of the establishment of diplomatic relations between China and Vietnam, will bring new opportunities for the development of bilateral relations; emphasizing their readiness to work with Vietnam to promote the building of a strategically significant China-Vietnam community with a shared future, bringing even more benefits to the people of both countries.

(3) The Central Committee of the Cambodian People's Party sent a congratulatory message to the Central Committee of the Communist Party of Vietnam; King of the Kingdom of Cambodia Preah Bat Samdech Preah Boromneath Norodom Sihamoni and Acting Head of State of the Kingdom of Cambodia Samdech Akka Moha Sena Padei Techo Hun Sen sent congratulatory letters to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam; Prime Minister of the Kingdom of Cambodia Samdech Moha Borvor Thipadei Hun Manet sent a congratulatory letter to Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh; President of the National Assembly of the Kingdom of Cambodia Samdech Moha Rathsapheathika Thipadei Khuon Sudary sent a congratulatory letter to President of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.

Cambodian leaders highly appreciated the continuous development of the relationship between the Parties, States, Parliaments, and Peoples of the two countries, which is becoming increasingly profound and reaching a new level according to the motto "good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability"; congratulated Vietnam on the great and important achievements in all fields that it has achieved in recent times and firmly believed that under the leadership of the Communist Party of Vietnam, headed by General Secretary and President To Lam, the Vietnamese people will continue to achieve even greater new successes, ensuring the successful implementation of the Resolution of the 13th National Congress of the Communist Party of Vietnam, and expressed confidence that Vietnam will become a developed country with high income by 2045.

Cambodian leaders expressed their desire to continue close cooperation with Vietnam to strengthen and develop the bilateral relationship in an increasingly sustainable manner, for the mutual benefit of both countries.

(4) First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic of Cuba, Miguel Díaz-Canel Bermúdez, sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam, To Lam.

Comrade Miguel Díaz-Canel Bermúdez extended his warmest congratulations to General Secretary and President Tô Lâm and the fraternal Vietnamese people; he reiterated the words of Commander-in-Chief Fidel Castro Ruz that no nation has had to endure such a long and heroic struggle for independence as the Vietnamese people; he affirmed that Vietnam's victory over colonialism and imperialism has created a legacy admired by all of humanity, a legacy confirmed by the undeniable successes under the leadership of the Communist Party of Vietnam in the Doi Moi (Renovation) process; and he reiterated his firm determination to continue strengthening the friendly relations between the two nations and the two Parties.

(5) President of the Russian Federation Vladimir Putin sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam; Prime Minister of the Russian Federation Mikhail Mishustin sent a congratulatory message to Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh; Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko and Chairman of the State Duma of the Federal Assembly of the Russian Federation Vyacheslav Volodin sent letters and congratulatory messages to Chairman of the National Assembly of the Socialist Republic of Vietnam Tran Thanh Man.

Russian leaders assess the comprehensive strategic partnership between Russia and Vietnam – based on fine traditions of friendship and mutual respect – as being at a high level, with cooperation in economic, trade, and cultural fields, along with promising areas such as industry, energy, science, and technology, as affirmed by the constructive and rich-content talks during Russian President Putin's recent state visit to Vietnam.

Russian leaders stated that deepening cooperation with Vietnam is one of the priority directions in the Russian Federation's foreign policy in the Asia-Pacific region; they expressed confidence that, through joint efforts, the two countries will continue to comprehensively develop the Russia-Vietnam comprehensive strategic partnership to meet the core interests of both nations, while ensuring security and stability in the Asia-Pacific region.

(6) President of the Republic of India Droupadi Murmu sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam; Prime Minister of the Republic of India Narendra Modi sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam, President of the Socialist Republic of Vietnam To Lam and Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh.

Indian leaders praised the long-standing traditional friendship between Vietnam and India, expressing delight at the strong and extensive development of the Vietnam-India Comprehensive Strategic Partnership based on mutual trust, deep understanding, and a shared vision. Indian leaders expressed confidence that Vietnam will achieve even greater successes, and affirmed their desire to strengthen cooperation and elevate Vietnam-India relations to new heights in the future, for the common benefit of the people of both countries.

(7) General Secretary of the Workers' Party of Korea and Chairman of the State Affairs Commission of the Democratic People's Republic of Korea Kim Jong Un sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam.

General Secretary and Chairman of the State Council Kim Jong Un wished the Vietnamese people, under the leadership of the Communist Party of Vietnam, to continue achieving even greater successes in their struggle to build a prosperous and civilized socialist state.

(8) Mongolian President Ukhnaagiin Khurelsukh sent a congratulatory message to General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam To Lam.

The leaders and people of Mongolia are pleased to note that, based on the sound policies of the Vietnamese Party and State, Vietnam has achieved remarkable and strong development not only in the region but also globally.

The President of Mongolia affirmed that, guided by the principles of "friendship and cooperation," the two countries have learned from each other with the desire to develop close friendly relations and cooperation within the framework of the international community. The President of Mongolia expressed his pleasure at working closely with the President of Vietnam to further expand and develop the friendly and cooperative relationship between Mongolia and Vietnam in all fields, in line with the interests of the people of both countries.

*Thongsavanh Phomvihane, Head of the Central Committee's Foreign Affairs Department of the Lao People's Revolutionary Party, sent a congratulatory letter to Le Hoai Trung, Secretary of the Central Committee and Head of the Central Committee's Foreign Affairs Department of the Communist Party of Vietnam.

** Deputy Prime Minister and Minister of Foreign Affairs of the Lao People's Democratic Republic Saleumxay Kommasith, Minister of Foreign Affairs of the People's Republic of China Wang Yi, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia Sok Chenda Sophea, and Minister of Foreign Affairs of the Russian Federation Sergey Lavrov sent congratulatory messages and letters to Deputy Prime Minister and Minister of Foreign Affairs of the Socialist Republic of Vietnam Bui Thanh Son.
