The Ministry of Industry and Trade has just issued a decision to initiate an investigation into the evasion of trade defense measures against hot-rolled steel (HRC - coiled steel plate produced by hot-rolling method) imported from China.
Accordingly, the investigated items are hot-rolled steel with widths over 1,880mm and under 2,300mm originating from China. During the investigation, the Ministry of Industry and Trade will collect information, examine and assess the impact if there is any evasion.
Previously, in September, the Department of Trade Defense (Ministry of Industry and Trade) received a request for investigation into anti-dumping measures against hot-rolled steel products with widths from 1,880mm to under 2,300mm, originating from China.
Since July, after an investigation, the Ministry of Industry and Trade has officially decided to impose anti-dumping tax on some hot-rolled steel products imported from China.
According to the decision, the anti-dumping tax rate on some Chinese hot-rolled steel products ranges from 23.1% to 27.83%, applied from July 6 and lasting for five years, unless extended, changed or canceled according to regulations.

The products subject to the tax are flat-rolled, hot-rolled steel or alloy steel (with or without alloy), with a thickness of 1.2mm to 25.4mm, a width not exceeding 1,880mm, not surface treated and with a carbon content not exceeding 0.3%. Some items such as stainless steel or hot-rolled steel in plate form are on the exclusion list.
Previously, in March 2024, Hoa Phat Group and Hung Nghiep Formosa Steel Company Limited submitted a request for an anti-dumping investigation into HRC steel products imported from China and India to the Trade Defense Department. In July 2024, the Ministry of Industry and Trade decided to initiate an anti-dumping investigation into some HRC steel products imported from these two countries.
According to customs data, the volume of hot-rolled steel imports from China in 2024 will reach 12.6 million tons, an increase of more than 33% compared to 2023. Notably, after the Ministry of Industry and Trade decided to initiate an investigation into the case from July 2024, the volume of hot-rolled steel imports from this market continued to increase significantly.
