The Ministry of Industry and Trade has just issued a decision to initiate an investigation into alleged circumvention of trade safeguard measures against hot-rolled steel (HRC - steel sheets in coil form produced by hot rolling) imported from China.
Accordingly, the items under investigation are hot-rolled steel with a width of over 1,880mm and under 2,300mm originating from China. During the investigation, the Ministry of Industry and Trade will collect information, verify, and assess the impact if any circumvention is found.
Previously, in September, the Trade Remedies Department (Ministry of Industry and Trade) received a request for an investigation into circumvention of anti-dumping measures against hot-rolled steel products with widths from 1,880mm to under 2,300mm, originating from China.
Starting in July, following an investigation, the Ministry of Industry and Trade officially decided to impose anti-dumping duties on certain hot-rolled steel products imported from China.
According to the decision, anti-dumping duties on certain hot-rolled steel products from China range from 23.1% to 27.83%, effective from July 6th and lasting for five years, unless extended, modified, or canceled as stipulated.

The products subject to the tax are flat-rolled, hot-rolled steel or alloy steel (with or without alloy), with a thickness of 1.2mm to 25.4mm, a width not exceeding 1,880mm, untreated, and with a carbon content not exceeding 0.3%. Certain items, such as stainless steel or hot-rolled steel sheets, are excluded.
Previously, in March 2024, Hoa Phat Group and Formosa Hung Nghiep Steel Company Limited submitted a request to the Trade Remedies Department for an anti-dumping investigation into HRC steel products imported from China and India. In July 2024, the Ministry of Industry and Trade decided to initiate an anti-dumping investigation into certain HRC steel products imported from these two countries.
According to customs data, imports of hot-rolled steel from China in 2024 reached 12.6 million tons, an increase of over 33% compared to 2023. Notably, after the Ministry of Industry and Trade initiated an investigation into the case in July 2024, imports of hot-rolled steel from this market continued to increase significantly.
