
According to the provincial Social Insurance report, despite the impact of the Covid-19 pandemic in 2021-2022, which created many difficulties in expanding the number of participants, the implementation of social insurance, health insurance, and unemployment insurance policies achieved several important results. The issuance of social insurance books and health insurance cards to participants was carried out promptly; the settlement and payment of social insurance, health insurance, and unemployment insurance benefits were accurate, objective, transparent, and timely; and the quality of services was gradually improved, ensuring the rights and meeting the needs of participants.
The number of people participating in social insurance, health insurance, and unemployment insurance, as well as the total revenue from these schemes, is always higher each year than the previous year. In 2021, total revenue exceeded 1,240 billion VND; in 2022, total revenue was nearly 1,280 billion VND, an increase of nearly 40 billion VND (3.2%) compared to the same period of the previous year; in the first nine months of 2023, revenue exceeded 1,024 billion VND...
However, the coverage rate of social insurance, health insurance, and unemployment insurance is still low, not completing the assigned target according to Decision No. 546/QD-TTg dated April 29, 2022 of the Prime Minister on assigning targets for implementing health insurance coverage for the period 2022 - 2025 and Decision No. 1942/QD-UBND dated October 19, 2022 of the Provincial People's Committee. Specifically: In 2022, social insurance coverage reached 14.12% compared to the target of 18.90%; health insurance reached 95.62% compared to the target of 98%; unemployment insurance reached 8.16% compared to the target of 10.70% and in the first 9 months of 2023, social insurance coverage reached 16.09%; health insurance reached 94.3%; unemployment insurance reached 9.58%.

During the working session, members of the supervisory delegation and the provincial Social Insurance agency focused on discussing and clarifying the reasons why the coverage rate of social insurance, health insurance, and unemployment insurance throughout the province has not met the assigned targets. At the same time, the supervisory delegation requested the provincial Social Insurance agency to further clarify several issues related to the effectiveness of the Steering Committee for the Development of Social Insurance, Health Insurance, and Unemployment Insurance Participants at all levels; the reasons for the increasing number of agencies and businesses violating regulations on participation in these insurance schemes; some shortcomings in health insurance-covered medical examinations and treatments; and inspection and auditing work. Members of the supervisory delegation also expressed interest in solutions for promoting the development of insurance participants; the effectiveness and impact of insurance support policies at all levels; and the difficulties and obstacles encountered during implementation.
Comrade Nguyen Quang Lam, Head of the Culture and Social Affairs Committee and Head of the Supervisory Delegation, requested the Provincial Social Insurance Agency to review the data and add assessments to the report to further highlight the achievements of the sector; to promptly advise the Provincial People's Committee on consolidating and reassigning tasks of the Steering Committee for the Development of Social Insurance, Health Insurance, and Unemployment Insurance Participants; to continue coordinating with all levels and sectors to review difficulties and shortcomings, and advise the province on building annual plans that are closely aligned with reality; and to strengthen inspection and supervision work... The Supervisory Delegation fully received and compiled all recommendations and proposals from the Social Insurance sector.
