The 2025 National Concentrated Promotion Program (Vietnam Grand Sale 2025) officially launched on December 1, implemented nationwide according to Directive No. 18/CT-TTg dated June 18, 2025 of the Prime Minister on promoting trade promotion and developing the domestic market. The biggest breakthrough this year is that businesses are allowed to apply promotions up to 100% of the value of goods, instead of the previous limit of 50%.

According to the Trade Promotion Agency - Ministry of Industry and Trade , this policy aims to remove previous barriers, allowing all traders of all economic sectors to participate freely, without selection or approval. Opening the promotion ceiling creates conditions for the market to operate in accordance with the rules of competition, increasing the opportunity for consumers to access attractive incentive packages. In response to Vietnam Grand Sale 2025, we have prepared a series of large and synchronized promotional programs across the system, typically the program "Happy Festival, Big Party" in December with more than 1,000 products at good prices every day, up to 50% off, buy 1 get 1 free, buy 2 get 1 free on fresh products, essential products and other items to meet the high shopping demand at the end of 2025 and Tet 2026. In addition, WiN members receive a 20% discount when purchasing MEATDeli and WinEco - a practical benefit that helps consumers access clean food sources at the best prices. In 2025, with the goal of bringing a more modern shopping experience, WinMart will put into operation 50 new model supermarkets with scientific layouts and a diverse product catalog from necessities to mid-range and high-end items.
In the mini-supermarket segment, in the first 10 months of the year, WinCommerce opened 529 new stores, of which the Central region accounted for 75% of the number of new stores, thereby bringing a modern retail experience to serve consumers from urban to rural areas. Products such as Sai Gon Food salmon fillet, Elmich thermos or Comfort fabric softener are applied with deep discounts, creating a highlight to attract customers.
GO! supermarkets also adjusted their product offerings early, doubling the amount of fresh produce, fruits and vegetables, and essentials, while offering a 10% discount on all fresh produce before 10am Monday to Friday. This approach takes advantage of off-peak hours, creating more flexible options for shoppers.
Co.op Mart - a unit closely associated with domestic consumption has been launching a promotion program with more than 5,000 items discounted up to 50%, including fresh food groups, safe vegetables buy 1 get 1 free, 5% refund for food groups, chemicals, household appliances... The highlight of this retailer is the policy focusing on more than 4 million member customers, implementing promotions both online and directly at the supermarket.
In terms of market breadth, experts say that consumers are increasingly demanding and price-sensitive. Therefore, simply reducing prices is not enough. Retailers are forced to improve service quality, optimize supply chains and diversify product sources if they want to fully take advantage of the "heat" from Vietnam Grand Sale 2025. This is also a dual strategy to both stimulate short-term demand and strengthen trust and consumption habits of Vietnamese goods in the long term.
According to the Vietnam Retailers Association, this is the time when the market is recovering strongly after the sluggish period of 2023 - 2024. The average growth rate of retail is forecast to reach 13.6% in the period of 2025 - 2030, making Vietnam continue to be among the most dynamic markets in Asia. However, competitive pressure is also increasingly fierce with the participation of international "giants" such as Aeon, Central Group or UNIQLO.
