The conference was held in person and online, connecting to 37 Party Committees under the Party Committee of the Bloc.

Information at the conference showed that recently, General Secretary To Lam has written important articles with contents, guiding viewpoints and orientations in the work of Party building and the political system in the new context and situation. In addition, Party committees at all levels in the Bloc Party Committee are focusing on preparing for Party Congresses at all levels, towards the Party Congress of the Bloc Party Committee for the 2025-2030 term and the 14th National Party Congress. This conference was held to help Party committees at all levels, cadres, Party members, especially key cadres in the Bloc Party Committee, grasp and effectively apply the General Secretary's guiding viewpoints, and at the same time have an overview of the position and role of state-owned enterprises in the past as well as development orientations in the coming term.

At the Conference, Associate Professor, Doctor Vu Van Phuc, Vice Chairman of the Scientific Council of Central Party Agencies, former Editor-in-Chief of Communist Magazine presented and clarified 2 topics related to the following contents: Studying and researching the content of 3 articles by General Secretary To Lam on Anti-waste; Continuing to strongly innovate the Party's leadership and governing methods, urgent requirements of the new revolutionary stage; Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era and "The Party's viewpoint on the position and role of state-owned enterprises, development orientations in the coming time".

Regarding the content of anti-waste, Mr. Vu Van Phuc quoted the assessment of General Secretary To Lam in the article "Anti-waste" stating that, besides the results, waste is still quite common, in many different forms, and has been causing many serious consequences for development. Among them, it causes a decline in human resources, financial resources, reduces production efficiency, increases the cost burden, causes resource depletion, and widens the gap between rich and poor. Moreover, waste also reduces people's trust in the Party and the State, creates invisible barriers in socio -economic development, and misses development opportunities for the country.

Regarding the content of "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage", Associate Professor, Doctor Vu Van Phuc emphasized the viewpoint of General Secretary To Lam "it is necessary to carry out well 4 key tasks". That is to unify awareness and strictly implement the Party's leadership and governance methods, absolutely not allowing excuses, replacing or loosening the Party's leadership; Focusing on streamlining the apparatus and organization of Party agencies, truly being the intellectual core, the "general staff", the vanguard leading state agencies; Strongly innovating the promulgation and dissemination, implementation of Party resolutions; building grassroots Party organizations, Party members are truly "cells" of the Party; continuing to innovate inspection and supervision work; promoting the application of information technology, digital transformation in Party activities.

Presenting issues related to the Party's viewpoint on the position, role and development orientation of state-owned enterprises in the coming time, Mr. Vu Van Phuc emphasized that state-owned enterprises need to focus on key and essential areas; important areas and national defense and security; areas where enterprises from other economic sectors do not invest; reduce the state ownership ratio to a level sufficient to substantially change governance and attract truly capable investors; maximize the value of selling state capital according to market mechanisms.

In addition, state-owned enterprises must achieve a level of modern technology and production techniques equivalent to those of countries in the region; fully meet international standards on corporate governance; form a team of professional, highly qualified managers with good moral qualities. At the same time, it is necessary to innovate the content and methods, improve the leadership effectiveness of Party committees and organizations; promote the role of political-social, social-professional organizations, and workers in state-owned enterprises...
