Dialogue to resolve difficulties from the grassroots

For many years now, during the rainy season, the road in front of the Phua Con village cultural house has often been flooded, causing difficulties for travel and daily activities. At the dialogue conference between the Chairman of the Ward People's Committee and the people of Phua Con village at the end of October, this proposal was made. Immediately after that, the ward leaders directly inspected the situation and at the same time included the project to renovate and upgrade the internal traffic roads in the medium-term public investment portfolio for the period 2026-2030, with a total estimated investment of more than 2.8 billion VND.

Directly attending the dialogue conference, Ms. Vi Thi Tam, a resident of Phua Con village, said: For many years, traveling has been very difficult due to flooded roads. Through direct dialogue, knowing that the road is included in the investment plan, the people feel more secure.

Mr. Tong Van Dien, Party Cell Secretary and Head of Phua Con Village, shared: Before organizing the dialogue conference, we held a meeting to summarize the opinions and recommendations of the people in the village. In addition to the proposal to renovate the frequently flooded road, the people also proposed to upgrade the drainage system, lighting, as well as support the conversion of suitable crops. When the ward officials and leaders directly came down to inspect and listen to the opinions, we saw that the people were very confident and expected the recommendations to be resolved soon.

As for the people of The Dun and Co Mon villages, due to the impact of heavy rains that have lasted for years, there have been cracks in the slopes and landslides, posing a potential risk to the safety of dozens of households. The village has requested the local Party Committee and government to urgently evacuate and propose a safe resettlement plan for the affected households to soon stabilize the lives of the people.

Mr. Quang Van Dai, Party cell secretary and head of Co Mon village, informed: The cracks and landslides are getting bigger and bigger, making people very worried. When we learned that the ward had proposed a project to build a safe residential area to relocate households from dangerous areas, we were very excited and hoped that the project would be implemented soon. While waiting for the project to be approved, the ward has directed the village management board to continue to warn and support households in dangerous areas to temporarily relocate when there is heavy rain.

Maintaining direct dialogues also helps Chieng An ward promptly resolve pending petitions, improving the effectiveness of grassroots management. Since implementing the 2-level local government model, Chieng An ward has completely resolved 6 pending petitions handed over by the old City People's Committee, and directed specialized departments to advise on handling 70 opinions and recommendations from voters. Many issues within its authority were promptly handled, some long-standing backlogs were completely resolved, contributing to creating positive changes in grassroots management. Petitions and reflections from people in dialogue sessions are classified according to urgency and authority. For issues within the ward's authority, specialized departments quickly advise on solutions, submit them to leaders for approval, and ensure progress. For issues beyond its authority, the ward promptly reports to the province or relevant departments and branches for direction on handling, avoiding delays and prolongation.

In addition to issues related to infrastructure, electricity, water, and traffic, many opinions related to life and agricultural production were also received and processed. Listening to and resolving these issues contributed to creating trust among the people, and at the same time helped the locality plan projects and policies that were suitable to reality. When directly meeting and understanding the situation, ward officials and leaders promptly resolved difficulties, guided households to improve their lives and production, ensuring residential stability and sustainable socio-economic development.

Mr. Nghiem Van Tuan, Chairman of the People's Committee of Chieng An Ward, said: Maintaining direct dialogue between the head of the government and the people will be maintained to effectively implement the democratic regulations at the grassroots level, creating conditions for the Party Committee and the government to listen to the people's thoughts and aspirations; promptly answer questions of concern to the people in the process of implementing policies and guidelines. The ward leaders pledged to continue to innovate working methods and styles; improve the quality of service to the people; promote administrative reform; be open and transparent in management and administration; strengthen dialogue, be close to the people, promptly remove difficulties from the grassroots level, contributing to building a civilized and modern ward.

With a receptive spirit, the dialogues not only help the Party Committee and government of Chieng An ward get closer to the people, but also become an important bridge to strengthen people's trust, creating a solid foundation for local development.
