Vice Chairman of the Provincial People's Committee Hoang Nam and other delegates attended the conference at the Quang Tri branch.
According to the report at the conference, as of October 20, 2024, the whole country had 6,320 communes (accounting for 77.4%) that had met the standards for New Rural Development and received recognition decisions from the Chairman of the Provincial People's Committee (of which 34.6% met the advanced New Rural Development standards and 7.6% met the model New Rural Development standards); 296 district-level units (46%) met or completed the task of building New Rural Development (of which 11 districts met the advanced New Rural Development standards). 22 provinces and centrally-administered cities had 100% of their communes meeting the New Rural Development standards; and 5 provinces had been recognized by the Prime Minister as having completed the task of building New Rural Development.
Besides the achievements, there are still some shortcomings and limitations: The progress of issuing guiding documents for the implementation of the program by some central and local ministries and agencies is still very slow; the disbursement of central government budget funds in 2024 is very low; the progress of implementing pilot models under specialized programs such as OCOP, rural tourism, digital transformation, rural environment, etc., is very slow.
The results of building new rural areas at the commune level in some localities and regions still show significant disparities. To date, there are still 14 poor districts in 12 provinces with no new rural communes. It is projected that by the end of 2024, about 11 localities will not have completed the assigned goals and tasks for 2024. The movement to build new rural areas in some localities shows signs of stagnation, with insufficient attention paid to maintaining sustainable results and improving the quality of new rural criteria after achieving the standard, especially the criteria for environment, income, and social security and order...
In Quang Tri province, to date, 75 out of 101 communes have met the criteria for New Rural Development (NTM), accounting for 74.3%, including 16 communes that have achieved advanced NTM standards; the average number of criteria met per commune in the province is 16.1; 3 out of 7 districts have met the NTM standards (Cam Lo, Vinh Linh, and Trieu Phong districts); 6 villages in particularly difficult communes in ethnic minority and mountainous areas have met the NTM standards; 99 villages have met the standards for model NTM villages; and 81 family gardens have been recognized as model NTM gardens.
Regarding Hai Lang district, the Provincial People's Committee has submitted a document to the Ministry of Agriculture and Rural Development for assessment and recognition as a New Rural Area; Cam Lo district is urgently completing the dossier for an advanced New Rural Area to organize verification at the provincial level; communes striving to achieve New Rural Area, advanced New Rural Area, and model New Rural Area standards are rushing to complete the criteria and submit them for recognition according to regulations in 2024.
In his concluding remarks at the conference, Minister of Agriculture and Rural Development Le Minh Hoan urged localities to strive to overcome difficulties, coordinate closely with ministries and agencies, and resolve obstacles to achieve the highest possible targets for 2024. Specifically, he urged the prompt completion of detailed project approvals, plans, and implementation schedules for pilot models under specialized programs; the effective and synchronized implementation of resource mobilization solutions, including maximizing local resources for program implementation; continued promotion of communication about the New Rural Development program and specialized programs; the replication of best practices and successful approaches in the emulation movement to jointly build New Rural Development; and the strengthening of training and capacity building for officials working on New Rural Development…
