On the side of Ninh Binh province, there were comrade Doan Minh Huan, member of the Party Central Committee, Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; leaders of the People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, the National Assembly Delegation of the province; leaders of a number of departments, branches, sectors, mass organizations of the province, a number of agencies, units, localities and representatives of a number of enterprises.
* At the headquarters of the Provincial National Assembly Delegation and People's Council, Vice Chairwoman of the National Assembly Nguyen Thi Thanh met with and presented gifts to wounded soldiers, sick soldiers, relatives of martyrs, and families who have made contributions to the revolution in the province.
Speaking at the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh emphasized: The Party and State of Vietnam have always paid special attention to leading and directing the issuance of many practical and effective policies on gratitude and repayment. Most recently, the National Assembly issued Resolution No. 142 dated June 29, 2024, according to which, on July 1, 2024, the Government issued Decree No. 77 adjusting the standard level of preferential allowance for people with meritorious services to the revolution from VND 2,055,000 to VND 2,789,000 (an increase of 35.7%). This is the highest increase in the adjustment of the standard level of preferential allowance for people with meritorious services to the revolution in the past 20 years, contributing to improving and enhancing the lives of people with meritorious services to the revolution and their relatives. And most recently, the DNA gene bank for martyrs and relatives of martyrs whose information has not been identified has been launched with the goal that by 2030, there will be about 20,000 samples of martyrs' remains with the identity of martyrs' remains identified by DNA identification method; striving to verify and conclude 60% of martyrs' graves with missing information in martyrs' cemeteries by empirical methods, thereby responding to the hope that in the near future, martyrs who have died and sacrificed for the cause of protecting the Fatherland will be gathered and their identities determined.
The Vice Chairperson of the National Assembly acknowledged and highly appreciated the achievements of the Party Committee, government, and people of Ninh Binh province in the work of showing gratitude and repaying kindness, contributing to the nationwide commemoration, honoring, and expressing gratitude for the great contributions of heroic martyrs, wounded soldiers, sick soldiers, families of martyrs, and those who have rendered meritorious services to the revolution. Looking ahead, Vice Chairperson Nguyen Thi Thanh requested the province to continue to effectively implement the Party's guidelines, State policies and laws, and further promote the care of wounded soldiers, sick soldiers, families of martyrs, and those who have rendered meritorious services to the revolution, focusing on: Thoroughly understanding and effectively implementing the Resolution of the 13th National Congress of the Party, Directive No. 14 of the Central Party Secretariat on continuing to strengthen the Party's leadership over the work of those who have rendered meritorious services to the revolution, and the Ordinance on preferential treatment for those who have rendered meritorious services to the revolution; Coordinate with ministries, sectors, and localities to effectively implement Decision No. 1007 dated August 30, 2023, of the Prime Minister on approving the planning of the network of social facilities for nurturing and caring for people with meritorious services to the revolution; ensuring timely and effective support so that people with meritorious services and their families have a living standard from average to above average in the area.
Strengthen propaganda and education, especially for the younger generation, about the glorious history of the nation's struggle. Pay attention to coordinating the search, collection, and identification of the remains of martyrs whose information is still incomplete, as directed by the Central Committee. Increase the attraction of social resources and effectively implement "Gratitude and Repayment" movements such as: building "Houses of Gratitude," establishing the "Gratitude and Repayment" Fund, awarding "Savings Accounts of Gratitude," providing care for Vietnamese Heroic Mothers, assisting families and relatives of martyrs, wounded soldiers, sick soldiers, and those who have rendered meritorious services...; contributing to compensating for the disadvantages faced by those who have rendered meritorious services and their families, while also fulfilling socio-economic development tasks, ensuring security and national defense, and building and consolidating the great national unity.
Deputy Speaker of the National Assembly Nguyen Thi Thanh emphasized: This year's War Invalids and Martyrs Day takes place amidst the boundless grief of comrades, compatriots nationwide, overseas Vietnamese, and friends around the world over the passing of General Secretary Nguyen Phu Trong – an outstanding, brilliant, virtuous, and talented leader of our Party and State, who always paid special attention to the work of those who rendered meritorious services to the revolution and also showed deep concern for the Party Committee, government, and people of our province. Therefore, the Deputy Speaker of the National Assembly hopes that the Party Committee, government, military, and people of the province will transform their grief into revolutionary action, continue to unite, be dynamic and creative, and effectively implement the Party's guidelines and resolutions, the State's policies and laws, and the directives of General Secretary Nguyen Phu Trong to develop Ninh Binh province into a prosperous and beautiful place, contributing to the realization of the aspiration to build a strong, prosperous, and thriving Vietnam.
Speaking at the meeting and gift-giving ceremony for those who rendered meritorious services, on behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front, Provincial Party Secretary Doan Minh Huan respectfully thanked the Vice Chairman of the National Assembly, the delegates, and representatives of families of those who rendered meritorious services to the revolution in the province for attending the meeting with feelings of respect and gratitude.
The Provincial Party Secretary stated: Inheriting and promoting the fine traditions of the nation, "Drinking water, remember the source," and "Showing gratitude," in recent years, the Party Committee, government, armed forces, and people of the province have always paid attention to caring for and assisting families of wounded soldiers, martyrs, and families with meritorious contributions to the revolution through concrete and practical actions. At the same time, Party committees and governments at all levels have focused on directing and concentrating resources to better implement social welfare work, contributing to improving the material and spiritual lives of the people. To date, over 98% of households of people with meritorious contributions have a living standard equal to or higher than the average living standard of the people in their place of residence, and 100% of communes, wards, and towns have done a good job in caring for people with meritorious contributions to the revolution.
The Provincial Party Secretary also affirmed: The Party Committee, government, and people of the province have been, are, and will continue to show concern through concrete actions and dedicate their best feelings to express gratitude and compensate for the losses, sacrifices, and contributions of those who rendered meritorious services in the struggles for national liberation and the protection of the independence and freedom of the Fatherland. The goal is to strive to ensure that by the end of 2024, 100% of households of those who rendered meritorious services have a living standard equal to or higher than the average living standard of the community where they reside; that relatives of martyrs and those who rendered meritorious services receive full and timely benefits from all preferential policies and regimes of the Party and State; complete the support for improving housing for those who rendered meritorious services; and continue to promote the movement of all citizens caring for those who rendered meritorious services in the province.
On this occasion, on behalf of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front, the Provincial Party Secretary respectfully thanks Ms. Nguyen Thi Thanh, Member of the Central Committee of the Communist Party of Vietnam and Vice Chairwoman of the National Assembly of the Socialist Republic of Vietnam, for her continued attention and guidance on the development of Ninh Binh province in general, and for her spiritual and material support to families of those who rendered meritorious services to the revolution in the province. Especially during her tenure as Secretary of the Ninh Binh Provincial Party Committee, she initiated the "Gratitude and Social Welfare Fund" to mobilize resources to better implement the work of showing gratitude to those who rendered meritorious services and ensuring social welfare with the goal of "leaving no one behind." With its profound humanitarian significance, the Fund has received enthusiastic and responsible support from organizations, agencies, units, businesses, officials, civil servants, and all strata of the people. From this Fund, families of those who rendered meritorious services to the revolution have received better care. Many poor people have also had the opportunity to overcome difficulties and achieve stable lives. The promotion of the nation's fine traditional cultural values has ignited the flame of love, awakened resources, aspirations, and the will for self-reliance and self-improvement in each Ninh Binh citizen on the journey of building and developing their homeland and country.
In the coming period, Ninh Binh province hopes to continue receiving the attention, guidance, support, and cooperation of the Vice Chairman of the National Assembly, thereby contributing to caring for and improving the lives of wounded soldiers, sick soldiers, families of martyrs, and people with meritorious services, and better implementing the "Gratitude and Repayment" work and policies for people with meritorious services.
At the meeting, Vice Chairwoman of the National Assembly Nguyen Thi Thanh; Secretary of the Provincial Party Committee Doan Minh Huan and other central and provincial leaders presented gifts to representatives of 6 districts, cities, 6 associations: Veterans Association, Former Youth Volunteers Association, Blind People's Association, Agent Orange Victims Association, Vietnam - Cambodia Friendship Association, Association for Supporting Families of Martyrs and representatives of 70 families of meritorious people in Ninh Binh city. The meaningful gifts are a deep gratitude, special affection, demonstrating the responsibility of the Party, State and social community for the sacrifice of heroic martyrs, the great contributions of war invalids, sick soldiers, meritorious people and their relatives in the cause of fighting to protect the Fatherland, gain national independence and unify the country.
* Previously, Vice Chairwoman of the National Assembly Nguyen Thi Thanh, Secretary of the Provincial Party Committee Doan Minh Huan and the working delegation visited and presented gifts to 3 families of meritorious people in Ninh Binh city: Heroic Vietnamese Mother Bui Thi Minh, Phuc Son village, Ninh Tien commune and Heroic Vietnamese Mother Le Thi Than, Street 6, Dong Thanh ward; visited and presented gifts to revolutionary veteran Nguyen Manh Than, Nhat Tan street, Tan Thanh ward. The delegation also visited 3 families of meritorious people in Hoa Lu district: Revolutionary veteran Hoang Thi Ly, Thanh Ha village, Ninh Hoa commune; pre-uprising cadre, 21% disabled war veteran Ta Van Hoan, Ly Nhan village, Ninh My commune and Heroic Vietnamese Mother Cao Thi Hoi, Dong Phu village, Ninh Khang commune.
During her visits to the families, Vice Chairwoman of the National Assembly Nguyen Thi Thanh cordially inquired about their health and family life. She expressed joy at seeing that the Heroic Vietnamese Mothers, veteran revolutionaries, and pre-revolution cadres, despite their advanced age, remained remarkably alert, were well cared for by their families and descendants, and received regular attention, encouragement, and support in all aspects from local Party committees, authorities, and organizations.
The Vice Chairman of the National Assembly hopes and wishes that the Vietnamese Heroic Mothers, revolutionary veterans and pre-uprising cadres will always be healthy, be a spiritual support, and encourage their children and grandchildren to promote the revolutionary tradition of their families and homeland, strive to study, work, and contribute their efforts and intelligence to the cause of building their homeland and country. At the same time, he requested that local Party committees and authorities continue to carry out the "Repaying gratitude" movement well, and pay more attention to families of meritorious people and relatives of meritorious people in the area.
