Contributions of propaganda and mass mobilization through 21 years of separation and establishment of Lai Chau province

After 21 years of separation and establishment of the province (2004 - 2025), propaganda and mass mobilization work has made important contributions to building a strong provincial Party Committee in terms of politics , ideology and ethics; preserving and consolidating solidarity and unity within the Party Committee and consensus in society; tightening the relationship between the Party, the government and the people; pioneering the implementation of the province's political tasks.

On January 1, 2004, Lai Chau province (new) was established and put into operation with the difficulties and challenges of the poorest province in the country; underdeveloped economy and society, people's lives still have many difficulties, the staff is both new and lacking; the security and order situation has many potential complex factors... Under the leadership and direction of the Provincial Party Committee, the Propaganda and Mass Mobilization Department has been proactive, from stabilizing the ideology, encouraging cadres and party members to work with peace of mind, to quickly bringing the Party and State's policies and guidelines into life; creating high solidarity and unity within the Party Committee, consensus among the people of all ethnic groups to join hands to build the province to develop more and more.

Propaganda and mass mobilization work plays an important role in promoting and mobilizing the effective implementation of goals and tasks of economic development, new rural construction and poverty reduction.

From the starting point in 2004 with 74/86 communes in extreme difficulty; the highest poverty rate in the country (over 31%), thanks to promoting propaganda and mobilizing people to shift the structure of crops and livestock, introducing new varieties with high productivity and applying science and technology in production; exploiting potentials and strengths, developing agriculture in the direction of concentrated commodities, a number of key products have been formed such as tea, cinnamon, fruit trees, rice, medicinal plants, Lai Chau ginseng...

The rural appearance has improved a lot, with 39/106 communes meeting new rural standards (as of June 30, 2025), people's material and spiritual life has been improved; the whole province has 280 products recognized as OCOP with 3 stars or more; the poverty rate has decreased rapidly, GRDP per capita reached 65 million VND.

Propaganda and mobilization of the people to develop culture and society, promote good traditional cultural identity, and eliminate backward customs and practices. The Propaganda and Mass Mobilization sector has actively and proactively advised Party committees at all levels to effectively implement the Party's policies and resolutions on cultural and social development in accordance with each locality and target group.

Lai Chau province always focuses on propagating and mobilizing people of all ethnic groups in the province to eliminate bad customs and build a civilized lifestyle.

Up to now, education and training have made many remarkable developments, the scale of schools has been arranged and organized appropriately, the staff and teachers basically meet the standards of qualifications, the quality of comprehensive education and key education has been improved. The work of medical examination and treatment, and health care for the people has been focused on; the quality of the population has been improved, early marriage and incestuous marriage have decreased sharply; the health insurance coverage rate has reached 95%.

Restore 65 traditional festivals of ethnic groups; reconstruct and preserve 16 festivals of the Mong, Si La, Ha Nhi, and La Hu ethnic groups; open classes to teach intangible cultural heritage in the community; receive, collect, and preserve 35,851 artifacts of ethnic groups; preserve folk knowledge of the Ha Nhi ethnic group, folk songs, and folk dances of the Ha Nhi, Si La, and Mong ethnic groups; the whole province has 975 art troupes of villages, hamlets, and residential groups; 16 clubs to preserve folk cultural heritage; 45 clubs to preserve and promote the fine traditional cultural identities of ethnic groups in schools.

Backward customs in people's lives have been gradually eliminated. 594/1,164 backward customs have been eliminated or positively transformed; over 100 typical models have been formed to eliminate backward customs, practices, and habits, and build a civilized lifestyle, such as the Youth Club "Say no to early marriage," the model "Giang's bride," "Village without backward customs," "No children giving birth to children"...

The work of fighting and protecting the Party's ideological foundation, protecting security, order and border sovereignty was effectively implemented by the Propaganda and Mass Mobilization Department in consultation with the Party Committee.

Proactively and flexibly grasping social thoughts and opinions; being sensitive in fighting and refuting wrong and hostile viewpoints; many complicated cases at the grassroots level were discovered early, promptly advising the Party Committee to handle them thoroughly to prevent them from becoming hot spots; promoting the role of village elders, village chiefs, and prestigious people in the community; strengthening state management of religion; propagating and mobilizing people to raise vigilance and denounce crimes; fighting and preventing activities that take advantage of religion to illegally propagate religion, incite free migration, and establish the Mong State; well implementing border agreements, regulations and documents on management and protection of national border sovereignty; effectively implementing the movements "All people protect national security," "The masses participate in self-management of border lines, landmarks and security and order in villages"...

The Provincial Party Committee and Party committees at all levels have promptly disseminated, propagated, and implemented the Party's guidelines and resolutions and the State's laws and policies to the people; the work of educating political theory and revolutionary traditions has been strengthened; the study and following of Ho Chi Minh's ideology, morality, and lifestyle has been associated with the implementation of the Resolutions and Conclusions of the 4th Central Committee (term XI, term XII, term XIII) on Party building and regulations on setting examples and regulations on revolutionary ethical standards for cadres and party members have been effectively implemented, contributing to preventing and repelling the degradation of political ideology, morality, lifestyle, and manifestations of "self-evolution" and "self-transformation."

Regulations on mass mobilization work of the political system, implementing democracy at the grassroots level according to the motto "people know, people discuss, people do, people inspect, people supervise, people benefit"; promoting the role of the Fatherland Front, socio-political organizations and the people in contributing ideas to Party building, government building and the cultivation and training of ethics and lifestyle of cadres and party members... make an important contribution to building a clean and strong Party organization and political system of the province.

Through competitions and awards, we contribute to political and ideological education, raise awareness for cadres, party members, and people of all ethnic groups in the province, and contribute to the successful implementation of the province's political tasks.

The achievements of propaganda and mass mobilization work through historical periods have contributed significantly to the successful implementation of the province's political tasks, "basically bringing Lai Chau out of a particularly difficult situation" (2010); "basically bringing Lai Chau out of a state of underdevelopment" (2015); and today it is striving to become a medium-developed province in the midland and mountainous region of the North.

The 15th Provincial Party Congress, term 2025-2030, set out important tasks for the Propaganda and Mass Mobilization Sector of the Provincial Party Committee.

Faced with new requirements and tasks, to maintain the Party's ideological and cultural front, consolidate trust and social consensus, the sector identified "digital transformation as the focus; building a team of propaganda and mass mobilization cadres as the core; promoting the role of all forces participating in propaganda and mass mobilization work as a strategic task."

Focus on synchronously implementing digital transformation tasks in propaganda and mass mobilization work, keeping up with the trends of the times, mastering ideological orientation in cyberspace; connecting space and time, diversifying types of propaganda and mobilization suitable for all audiences, reaching all locations.

Strengthen and perfect the forces participating in propaganda and mass mobilization work at the grassroots level; promptly and effectively deploy propaganda and mass mobilization tasks in the 2-level local government model in accordance with reality.

Celebrating the 95th anniversary of the Party's Propaganda and Mass Mobilization Traditional Day, joining the atmosphere of welcoming the success of the 15th Provincial Party Congress and the 76th anniversary of the establishment of the Provincial Party Committee, the achievements and glorious traditions are a great driving force for the entire Propaganda and Mass Mobilization Sector of the Provincial Party Committee to promote the spirit of "Pioneering - Focus - Persuasion" to advise on concretizing and bringing the Resolution of the 15th Provincial Party Congress into life; encouraging cadres, party members and people of all ethnic groups to join hands and unite to build Lai Chau province to develop greenly, quickly and sustainably; together with the whole country, firmly step into the era of strong and prosperous development of the nation./.
