Prime Minister Pham Minh Chinh received Mr. Nghiem Gioi Hoa, founder of Pacific Construction Group, Chairman of the Trang Nghiem Research Institute, and other leaders of Pacific Construction Group.
Informing the Prime Minister about the Pacific Group, Mr. Nghiem Gioi Hoa stated that the Pacific Construction Group is a leading private enterprise in the world in the construction and engineering industry. In 2023, the Pacific Group achieved revenue of US$79.478 billion and profit of US$5.188 billion.
In Vietnam, this corporation has researched and participated in construction projects such as the Tu Lien Bridge and the Hanoi urban railway line from Van Cao to Ngoc Khanh, Lang, and Hoa Lac. Pacific Group hopes that the Government will direct efforts to accelerate the search for innovative cooperation models, speed up the attraction of foreign investment, and implement these into specific projects; and provide more preferential policies for construction businesses.
Highly appreciating the effective and sustainable investment and business activities of Pacific Construction Group globally in general and in Vietnam in particular, Prime Minister Pham Minh Chinh stated that Vietnam is actively working to improve its institutions, create a truly open and favorable investment and business environment, and implement appropriate preferential policies, especially in areas that attract investment.
Welcoming the corporation's proactive approach in proposing cooperation to support Vietnam in developing policies and plans to attract Chinese investors in particular and foreign investors in general to Vietnam, the Prime Minister requested the corporation to continue exchanging information and coordinating with Vietnamese ministries, sectors, and localities to research and seek new investment opportunities and expand investment in Vietnam.
Initially, we will coordinate with Hanoi City and the Ministry of Transport to study and cooperate in the construction of the Van Cao-Hoa Lac urban railway line in Hanoi, based on the principle of "harmonious benefits and shared risks"; at the same time, we will coordinate with localities in Vietnam, especially the northern border provinces, to cooperate in infrastructure development.
The Prime Minister stated that the Vietnamese Government always stands alongside, supports, and creates all favorable conditions for Chinese businesses in general, and the Pacific Construction Group in particular, to implement sustainable, efficient, and successful investment and business projects, ensuring compliance with legal regulations.
On the same day, Prime Minister Pham Minh Chinh received Mr. Nghiem Thanh Quan, Chairman of the Board, and senior officials of Thien Doanh Group – a multinational corporation operating in the fields of carbon-free new energy, smart environmental services, and recycling. In Vietnam, the group has invested in four waste-to-energy projects in Hanoi, Phu Tho, Thanh Hoa, and Hai Duong, with a total investment of approximately 800 million USD.
Mr. Nghiem Thanh Quan stated that Thien Doanh will continue to delve deeper into the environmental field to achieve its closed-loop production goals; and at the same time, expand into potential areas such as wind power, solar power, pumped energy, and green hydrogen. Thien Doanh hopes to participate with Vietnam in sorting and processing waste nationwide; and to implement solar power, wind power, and green hydrogen projects in Vietnam.

Prime Minister Pham Minh Chinh highly appreciated Thien Doanh's investment and business activities, which are efficient and sustainable both globally and in Vietnam. He welcomed the group's plan to expand investment and business in Vietnam in the fields of environment and clean, green energy. According to the Prime Minister, Vietnam has great potential for developing renewable energy sources such as wind and solar power; and is also a market with high energy demand to serve socio-economic development in the coming period.
Regarding information on the Power Development Plan VIII and related mechanisms and policies in the electricity sector, the Prime Minister requested the corporation to continue cooperating and supporting Vietnam in proposing new investment ideas and projects; and to research cooperation in priority areas of Vietnam where the corporation has strengths, such as waste treatment, renewable energy, and hydrogen power.
In addition, the corporation collaborates on investment, forming energy industrial centers linked to concentrated industrial zones and processing and manufacturing centers; developing the energy equipment manufacturing industry: power storage equipment, recovery, absorption, and storage technologies, etc.; and cooperating in the development of human resources in the fields of power generation, transmission, distribution, dispatching, and smart grids.
