The announcement stated that in the first nine months of 2025, Dong Thap achieved a growth rate of 6.98%, ranking 4th out of 5 in the Mekong Delta region and 27th out of 34 nationwide. Overall, key sectors and fields of the economy experienced relatively strong growth compared to the same period last year and were basically in line with the set plans and targets. On behalf of the Government, the Prime Minister and Deputy Prime Minister Mai Van Chinh acknowledged and commended Dong Thap's outstanding efforts and achievements in socio-economic development, making a positive contribution to the overall results of the country.

Furthermore, Dong Thap needs to continue implementing decisive and specific solutions to overcome limitations, difficulties, and challenges such as: the small scale of the economy; the economic growth rate not meeting the planned targets; the province's potential, endogenous resources, and existing strengths not being fully exploited and utilized; the limited scale and number of industrial parks; the inadequate transportation infrastructure and infrastructure connecting industrial parks, clusters, and residential areas for the province's rapid and sustainable development; the disbursement of public investment capital, although improved, has not yet met the planned targets; the implementation of the two-tiered local government model still faces obstacles, especially regarding the arrangement, training, and capacity building of officials; and the failure to truly transform from a state-managed administration to a people-serving administration...
Accelerating the disbursement of public investment must go hand in hand with ensuring the quality of projects, the efficiency of capital utilization, and preventing and combating corruption, negative practices, and waste.
To continue addressing difficulties and obstacles, promoting production and business, disbursing public investment capital, import and export, infrastructure construction, social housing, national target programs, and implementing a two-tiered local government system, and to achieve the province's economic growth target of 8% in 2025 and contribute to the national economic growth target of 8.3-8.5%, Dong Thap province needs to continue implementing decisively, synchronously, and effectively the Party's guidelines, laws, resolutions of the National Assembly , resolutions of the Government, directives, telegrams, and guiding documents of the Prime Minister, paying particular attention to the following key areas:
Develop new growth scenarios from now until the end of 2025 for each key region, sector, and field of the economy, ensuring feasibility, effectiveness, and maximizing the province's unique potential, outstanding opportunities, and competitive advantages. Identifying the removal of difficulties and obstacles in production and business, accelerating the disbursement of public investment capital, promoting entrepreneurship and innovation, strengthening digital transformation, developing the digital economy and e-commerce, stimulating consumer demand, attracting investment, promoting trade, diversifying products, and seeking new export markets as one of the most important and central political tasks. Accelerating public investment disbursement must go hand in hand with ensuring the quality of projects, the efficient use of public investment capital, and preventing and combating corruption, negative practices, waste, and vested interests. Specific tasks have been assigned to the leaders of the Dong Thap Provincial People's Committee to directly supervise, monitor, and urge the implementation of each key project in the spirit of "3 shifts, 4 teams," "overcoming the sun and rain," "working day and night, working on holidays," "working throughout holidays and Tet," with the determination to disburse 100% of the allocated capital plan for 2025, especially for national target programs.
Focus on operating the two-tiered local government system to ensure smooth, efficient, and uninterrupted operation, without affecting the activities of agencies, citizens, and businesses. Local governments must be close to the people, for the people, and strongly shift their mindset from administrative management to development-oriented, people-serving thinking. This includes urgently finding solutions to overcome difficulties and limitations in the arrangement and capacity building of officials and civil servants performing public duties at the commune level; and actively deploying community support teams from youth union members, members of mass organizations to directly guide citizens at commune-level public administrative service centers.
Strengthening administrative reform, building a digital government, and applying information technology in leadership and management aims to reduce, simplify, and shorten the time required to implement processes and procedures, and to promptly identify and address bottlenecks and obstacles in the implementation process.
Implement social security policies effectively, ensuring "no one is left behind".
Strengthen inspection, forecasting, and prevention of natural disasters, especially floods, riverbank and coastal erosion, and saltwater intrusion; develop scenarios and plans to promptly respond to various types of natural disasters, ensuring the safety of people's lives and property; focus on environmental protection and adaptation to climate change.
Continue to effectively implement social security policies, ensuring "no one is left behind"; pay attention to healthcare, culture, education, training, labor, and employment, especially healthcare for people at the grassroots level and the construction of boarding schools in border areas.
Continue to uphold and promote the spirit of unity and solidarity, strengthen Party building and rectification, build a clean and strong Party organization; enhance the leadership capacity and fighting strength of Party organizations and members; improve the quality of cadres and civil servants to meet the requirements of the tasks; and intensify the fight against negativity, corruption, waste, and vested interests. Strengthen national defense and security, protect territorial sovereignty, maintain security, political stability, social order, and safety; and proactively and effectively implement foreign affairs and international economic integration.
Report to the Prime Minister on 2 coastal erosion protection projects in Go Cong in November 2025.
Regarding the province's request for financial support to implement two projects: the embankment project to protect dangerous and urgent landslide areas, and the Go Cong coastal erosion remediation project (section from Rach Bun bridge to Den Do), the Deputy Prime Minister requested the People's Committee of Dong Thap province to promptly submit a report and specific proposals on the aforementioned projects and the required funding to the Ministry of Finance. The Ministry of Finance will then coordinate with the Ministry of Agriculture and Environment and relevant agencies to review and consolidate the overall plan when funding is available, ensuring it aligns with the central government's budget balance, and report to the Prime Minister in November 2025. In the meantime, the province should proactively review and allocate local budget to address urgent landslide sections to protect the lives and property of people in the affected areas and ensure the safety of essential infrastructure.
Regarding the proposal for early approval of the investment policy for the upgrading project of the Muong Khai - Doc Phu Hien canal; and the preparation for investment in the National Highway N1 route and Tan Chau bridge project in Dong Thap province, the Deputy Prime Minister instructed the Ministries of Construction and Finance, within their assigned authority, functions, and duties and current regulations, to urgently complete the dossier, process, and procedures for investing in the upgrading project of the Muong Khai - Doc Phu Hien canal; and report to the competent authorities on matters exceeding their authority. The People's Committee of Dong Thap province should proactively coordinate with the aforementioned Ministries to urgently implement the investment in the National Highway N1 route and Tan Chau - Hong Nguy bridge project according to their authority and current regulations.
