VTV.vn - The Government Office issued Notice No. 573/TB-VPCP dated October 23, 2025, concluding the conclusion of Deputy Prime Minister Mai Van Chinh at the working session with the leaders of Dong Thap province.

The announcement stated that in the first 9 months of 2025, Dong Thap achieved a growth rate of 6.98%, ranking 4th/5 in the Mekong Delta region and 27th/34 nationwide. In general, important regions, sectors and fields of the economy all grew quite well compared to the same period and basically in accordance with the plan and targets set. On behalf of the Government, the Prime Minister, Deputy Prime Minister Mai Van Chinh acknowledged and commended the efforts and outstanding results that Dong Thap has achieved in the past time in socio-economic development, positively contributing to the overall results of the whole country.

In addition, Dong Thap needs to continue to have drastic and specific solutions to overcome limitations, difficulties and challenges such as: The economic scale is still small; the economic growth rate has not reached the set plan and target; the potential, endogenous resources and available strengths of the Province have not been fully exploited and promoted; the scale and number of industrial parks are still limited; the traffic infrastructure system, infrastructure connecting industrial parks, clusters and residential areas have not met the needs for the rapid and sustainable development of the Province; although the disbursement of public investment capital has improved, it has not met the set plan; the implementation of the 2-level local government model still has problems, especially in the work of arranging, organizing, training and improving the capacity to perform public duties of officials; the state has not really changed from a state management administration to a creative administration serving the people...

Promote public investment disbursement while ensuring construction quality, effective capital use, and preventing and combating corruption, negativity, and waste.

To continue to remove difficulties and obstacles, promote production and business, disburse public investment capital, import and export, build infrastructure, social housing, national target programs and implement 2-level local government, achieve the province's economic growth target of 8% in 2025 and contribute to achieving the country's economic growth target of 8.3 - 8.5%, Dong Thap province needs to continue to resolutely, synchronously and effectively implement the Party's policies, Laws, Resolutions of the National Assembly , Resolutions of the Government, Directives, Official Dispatches, and directives of the Prime Minister, in which it is important to focus on implementing the following key contents:

Building a new growth scenario from now until the end of 2025 for each important region, industry and sector of the economy to ensure feasibility, efficiency, exploitation and maximization of the province's unique potential, outstanding opportunities and competitive advantages. Identifying the removal of difficulties and obstacles in production and business, promoting disbursement of public investment capital, promoting start-ups and innovation, enhancing digital transformation, developing the digital economy, e-commerce, stimulating consumption, attracting investment, promoting trade, diversifying products and finding new export markets are among the most important and central political tasks. Promoting public investment disbursement must go hand in hand with ensuring the quality of works, the efficiency of using public investment capital and preventing and combating corruption, negativity, waste and group interests. Assign specific tasks to the leaders of Dong Thap Provincial People's Committee to directly direct, monitor and urge each key project in the spirit of "3 shifts, 4 shifts", "overcoming the sun and rain", "working day and night, working extra on holidays", "working through holidays, Tet holidays", determined to disburse 100% of the assigned capital plan for 2025, especially the National Target Programs.

Focus on operating the two-level local government to ensure smooth, effective, uninterrupted operations, without affecting the activities of agencies, people and businesses. Local governments must be close to the people, for the people, strongly transforming the mindset from administrative management to development creation, serving the people, including urgently having solutions to overcome difficulties and limitations in arranging, organizing and improving the capacity of officials and civil servants performing public duties at the commune level; actively deploying Community Support Teams from union members, youth, and members of mass organizations to directly guide people at the commune-level Public Administration Service Centers.

Promote administrative reform, build digital government, apply information technology in direction and administration to reduce, simplify, shorten the time to implement processes and procedures and promptly detect and handle bottlenecks and bottlenecks in the implementation process.

Implement social security policies well, "leave no one behind"

Strengthen inspection, forecasting and prevention of natural disasters, especially floods, riverbank and coastal landslides, and saltwater intrusion; develop scenarios and plans to promptly respond to all types of natural disasters, ensuring the safety of people's lives and property; focus on environmental protection and climate change adaptation.

Continue to effectively implement social security policies, "leaving no one behind"; pay attention to implementing health care, culture, education, training, labor, employment, especially health care for people at the grassroots level and building boarding schools in border areas.

Continue to maintain and promote the spirit of solidarity and unity, strengthen Party building and rectification, build a clean and strong Party organization; improve the leadership capacity and fighting strength of Party organizations and Party members; improve the quality of cadres and civil servants to meet task requirements; step up the work of preventing and combating negativity, corruption, waste and group interests. Strengthen national defense and security, protect territorial sovereignty, maintain security, politics, order and social safety; proactively and effectively implement foreign affairs and international economic integration.

Report to the Prime Minister on 2 projects to protect Go Cong coastal erosion in November 2025

Regarding the Province's proposal for funding support to implement two projects on embankments to protect dangerous and urgent landslide areas and the Go Cong Coastal Erosion Emergency Repair Project (from Rach Bun Bridge to Den Do), the Deputy Prime Minister requested the People's Committee of Dong Thap province to urgently have a written report and specific proposals on the above projects and the funding needed to support, send them to the Ministry of Finance to preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to review and synthesize when there are conditions on capital sources, ensuring that they are consistent with the balancing capacity of the Central budget, and report to the Prime Minister in November 2025. In the immediate future, the Province will proactively review and arrange local budgets to handle urgent landslide sections to protect the lives and property of people in the affected areas and ensure the safety of essential infrastructure works.

Regarding the proposal to soon approve the investment policy for the Muong Khai - Doc Phu Hien canal upgrade project; prepare for investment in the National Highway N1 and Tan Chau bridge through Dong Thap province, the Deputy Prime Minister assigned the Ministries of Construction and Finance, according to their authority, assigned functions, tasks and current regulations, to urgently complete the dossier, process and procedures for investing in the Muong Khai - Doc Phu Hien canal upgrade project; report to competent authorities on matters beyond their authority. The People's Committee of Dong Thap province proactively coordinates with the above Ministries to urgently implement the investment in National Highway N1 and Tan Chau - Hong Ngu bridge according to their authority and current regulations.

In the first 9 months of 2025, Dong Thap's agricultural production was basically stable and had positive changes; crop and livestock output increased compared to the same period last year; there were more than 1,100 OCOP products with 3 stars or more, of which 7 products reached 5 stars. The industrial sector developed quite well, the production index increased by 12.95%; the average occupancy rate of industrial parks reached 91.9%. Trade, service and transportation activities maintained growth momentum, total retail sales of goods and service revenue increased by 9.95%. Budget revenue was estimated at 17,930.9 billion VND, up 12.34% over the same period. Import and export still achieved a trade surplus of about 3.2 billion USD. Tourism developed well with more than 5 million visitors, revenue of more than 3,000 billion VND. In the first 9 months, 2,031 newly established enterprises, up 72.8%; attracted 49 new investment projects with registered capital of 21.1 trillion VND. The province completed 100% of the construction of 2,767 houses for people with meritorious services and disadvantaged households. Disbursement of public investment capital as of October 16, 2025 reached more than 57%, higher than the national average.
