On the afternoon of April 14th, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the Steering Committee for the development of the private economy plan - chaired a meeting of the Government Standing Committee with the Steering Committee to discuss the plan before submitting it to the Politburo .

Concluding the meeting, Prime Minister Pham Minh Chinh stated that, in order to finalize the Project, there needs to be a greater breakthrough in perspective and objectives, increasing labor productivity and the efficiency of investment work. Accordingly, the goals must be higher than what we are capable of achieving, and of course, they must be feasible, in order to create pressure and motivate effort. The key is determination.

Therefore, further research, supplementation, and raising of objectives are necessary. The project's name should be concise, reflect its core content, demonstrate continuity and development, and possess a breakthrough element.

Regarding the tasks and solutions in the Project, the Prime Minister also requested that the solutions be more groundbreaking in order to achieve the set goals; the view is that they must create motivation, inspire, and create a connection between the targets, tasks, solutions, viewpoints, and leadership and guidance principles.

The guiding principles and ideas must be concise yet clear, and their relationship to other issues must create momentum and impetus, placed within the overall context of the country's development, innovation, and breakthroughs.

Institutions must transcend conventional thinking regarding the private economy. Therefore, in what direction should institutions be reformed, in what ways should they be made more open, and which laws need to be amended so that the Resolution can be effectively implemented?

It is necessary to ensure smooth operation, including transportation infrastructure, climate change mitigation, green growth, science and technology, etc., thereby reducing costs and increasing the competitiveness of goods; institutions must reduce compliance costs, hassles, and harassment; governance must be smart, reducing unnecessary travel and inconvenience; digitalization should be strengthened to allow private companies to handle state management procedures; equal access to national resources; increased competitiveness; and adherence to the laws of competition, supply and demand, and value.

The Prime Minister requested that the proposed solutions be both directional and quantifiable; that they incorporate the opinions of ministries and agencies; that they distinguish between civil and criminal matters; and that they clearly differentiate between criminal acts such as counterfeiting, hoarding, and price gouging.

Harmoniously combine fiscal and monetary policies in accordance with the country's circumstances and conditions; carefully study General Secretary To Lam's statement regarding the private economy at the recent 11th Central Committee meeting; ensure accuracy, respect for reality, and base decisions on practical experience, thereby recognizing the role, position, and importance of the private sector. private economy.

Clearly identify the current bottlenecks in the private economy and small and medium-sized enterprises; clearly state the subjective causes and lessons learned; combine theory with scientific arguments in a rigorous manner, ensuring feasibility and effectiveness; and ensure a high level of action and engagement.

Breakthrough solutions must be concise, focused, and prioritized, reflecting the spirit of "clear responsibilities, clear tasks, clear timelines, clear results, and clear authority"; ensuring feasibility, ease of understanding, ease of implementation, ease of monitoring, and ease of evaluation; ensuring consistency, placed within the overall context of the three strategic breakthroughs: science and technology, innovation, and integration; the revolution in organizational restructuring; and the overall strategic framework of the ministry; the language used must be simple and clear.

The Prime Minister demanded that bottlenecks and obstacles be removed to fully unleash potential and opportunities, clearly identifying subjective causes, thereby recognizing that internal resources are strategic, fundamental, and long-term, while external resources are important and breakthrough; the economy must be restructured in light of the US implementing new tariff policies; foreign investment, businesses, markets, products, and supply chains must be restructured; private enterprises must develop based on science and technology…
