The family of Mr. Pham Tot (Nghia Giang commune, Quang Ngai province) has a house located within the safety protection corridor of the Quang Ngai – Hoai Nhon expressway project. During construction, contractors installed barriers and built embankments more than 10 meters higher than the original foundation of Mr. Tot's house. Just one rain shower causes soil from the expressway to wash down onto the house, turning the front yard into a muddy mess and disrupting daily life.

Mr. Tot owns 1,096.7 square meters of land, part of plot number 468, comprising rural residential land and BHK land. There are currently three houses on the land. Previously, Mr. Tot's family handed over 392 square meters of land for the construction of the Quang Ngai - Hoai Nhon expressway. He stated: "After this project is completed, with increased traffic, my family's house will no longer be safe." Mr. Tot requested that the local authorities consider relocating his family to ensure their lives can stabilize as soon as possible.
Besides Mr. Tot's house, after the land was handed over for the highway construction, several houses belonging to residents at Km1+250, Km1+494, and Km1+585 (at the beginning of the highway), located within the highway's safety corridor, and even some houses situated right next to the safety barrier, were also affected.
During the construction of the Quang Ngai - Hoai Nhon expressway, at kilometer marker 11+080, construction work on bridge abutments M1 and M2 had to be temporarily halted for several months due to residents' concerns about vibrations causing cracks in their houses.
Specifically, in the section from Km39+200 to Km39+400, two households are preventing construction because the remaining land is too small, located right at the edge of the embankment and within the traffic safety corridor, and directly in the flood drainage area. The residents are demanding the complete reclamation of the remaining land and adequate compensation.
Mr. Cao Thanh Tuyen, Vice Chairman of the People's Committee of Nghia Giang commune, said that the initial section of the route has been facing difficulties for months due to residents' complaints, with many houses showing cracks, and in some cases, people who handed over their land in June 2024 have not yet received compensation.

Mr. Pham Xuan Vinh, Director of the Land Development Center of Quang Ngai province, said that for some locations where people's houses are situated within the traffic safety corridor, the difficulties faced by the people need to be resolved satisfactorily, but this must be done specifically for urgent cases.
Mr. Nguyen Ngoc Sam, Vice Chairman of the Quang Ngai Provincial People's Committee, requested that departments, agencies, and localities review each case specifically. Legitimate rights that have not yet been resolved must be addressed in accordance with regulations.
For households whose houses are located within the traffic safety corridor and are at risk of accidents, the Vice Chairman of the Quang Ngai Provincial People's Committee requested that resettlement be arranged to ensure the rights and stability of people's lives.
The Vice Chairman of the Provincial People's Committee instructed the Provincial Land Development Center to coordinate with the investor, the construction unit, and the local authorities to urgently review and resolve all obstacles and issues arising related to compensation and land clearance, ensuring progress and social welfare during the project implementation.
The Quang Ngai – Hoai Nhon expressway project is 88km long, with the section passing through Quang Ngai province spanning 60.3km, affecting more than 5,000 households. Land clearance, resettlement, and social welfare are being coordinated between the local authorities and the investor to ensure timely completion. Quang Ngai province has planned 23 resettlement areas covering 122.3 hectares; many areas still have available land for the affected households.
