The Eastern Ring Road project in Ha Tinh City has a total investment of 950 billion VND, using central government budget funds from the medium-term public investment plan for the period 2021-2025 and mobilizing other legal sources of capital.
According to the design, the route has a total length of 15.778km, with the starting point intersecting with Provincial Road 9 at Ho Do Bridge (Thach Ha commune); and the end point intersecting with National Highway 1 at Phu Bridge (Dai Nai ward).
Phase 1 of the project commenced in February 2023 and is directly managed by the Investment, Construction and Land Development Project Management Board of Ha Tinh City.
The construction project passes through four communes/wards: Thach Ha, Dong Mon, Thach Hung, and Dai Nai. 166 households are affected by the acquisition of agricultural land; 144 households are affected by the acquisition of residential land; and 54 households require resettlement or household separation.
Informing Tuoi Tre Online , a representative of the City Land Fund Development and Investment Project Management Board said that the project started in early 2022 and is expected to be completed in 2025. To date, the construction progress has reached about 45% of the volume.
In addition, the investor is currently constructing three resettlement areas, namely Gieng Dong, Dong Cam, and Doi Nep, to relocate households whose residential land has been expropriated for the project.

Recently, the investor has been actively urging the construction units to implement the project; however, land clearance has not yet been completed, which risks affecting the overall progress.
The reason for some difficulties in site clearance is related to determining the origin of the land, handling the actual area of use that is different from the area in the land use right certificate. However, the most important thing at present is that there is no price list to determine the price of resettlement land.
According to the Management Board of the project for investment, construction and land fund development of Ha Tinh city, the determination of the resettlement land price list is still waiting for the Ha Tinh Provincial People's Council to meet to pass a resolution, after which the Ha Tinh Provincial People's Committee will issue a decision approving the land price to have a basis and basis for applying compensation payment prices.
However, due to procedural issues, it may not be possible to implement this until the first quarter of 2025.
