Accordingly, Party committees, government agencies, the Fatherland Front, mass organizations, and relevant units should continue to disseminate information, raise awareness, and enhance responsibility regarding the purpose and significance of twinning; identifying this as an important, regular, and long-term political task requiring the active participation of the entire political system and all strata of the people.
The content of the twinning program must be specific, practical, and closely aligned with actual needs; linked to the work of disseminating information and mobilizing ethnic minority communities to implement the Party's guidelines and policies, and the State's laws; raising vigilance against schemes to divide national unity; preserving and promoting cultural identity; and effectively implementing socio -economic development programs and sustainable poverty reduction. This will contribute to strengthening national unity, promoting comprehensive development in ethnic minority areas, achieving socio-economic goals, building a strong political system, and ensuring national defense and security in the province.
The Provincial People's Committee develops plans and assigns appropriate twinning arrangements based on the conditions of each unit and locality; the Fatherland Front and other mass organizations promote the participation of the people and influential individuals; grassroots Party committees assign responsible officials, review and unify resources for effective support; the Provincial Party Committee's Propaganda Department and Mass Mobilization Department coordinate in monitoring, guiding, inspecting, and periodically summarizing and reporting on the implementation results.
