The challenge of the "final sprint"
The figure of VND 9,301.7 billion, reaching 65.9% of the plan and 10.8% higher than the same period last year, reflects the strong determination of Thanh Hoa province in directing and managing the disbursement of public investment capital. However, alongside agencies, localities, and units that performed well, some units still have rather sluggish disbursement progress. Accordingly, 31 investors and localities have disbursed less than the average disbursement rate of the whole province (17 provincial-level departments, boards, and units; 13 district-level People's Committees and the Thanh Hoa Employment Service Center).
At the provincial conference on accelerating the disbursement of public investment capital in 2024 (held on October 30th), Chairman of the Provincial People's Committee Do Minh Tuan requested that units and localities with zero disbursement, or those with disbursement rates among the lowest in the province, explain the reasons for the delays.
For example, the Department of Transport was allocated a total of 656 billion VND in 2024, of which 212 billion VND has been disbursed, leaving 441 billion VND remaining. This capital is concentrated on investing in two projects: the road from Bim Son Industrial Park to the coastal road section from Nga Son to Hoang Hoa, and the coastal road project from Hoang Hoa to Sam Son and from Quang Xuong to Tinh Gia (now Nghi Son town). The reason given by the Department of Transport's leadership is that land clearance has not met requirements, there are difficulties with construction materials, and especially, the contractors' capacity has declined. Although the provincial and departmental leaders have repeatedly urged and issued written reminders, even warnings, progress remains very slow. Most recently, the department held a meeting with contractors and related units and issued an ultimatum to them. At the same time, continue to urge and encourage contractors to speed up the progress of the projects.
As of September 2024, Nga Son district had disbursed 74% of its public investment capital (101/115 billion VND). However, due to the province providing additional funds to the locality at the end of September for land clearance for two large projects, Nga Son's disbursement rate has fallen to the bottom of the province. To accelerate the disbursement of public investment capital, the Nga Son district leadership is requesting provincial departments and agencies to promptly address the locality's proposals regarding land price tables and compensation rates for land clearance. Similarly, as of September 30th, Nong Cong district had disbursed 80% of its public investment capital. However, in October, due to an additional 56.3 billion VND, bringing the total capital to 118 billion VND, the district's disbursement rate decreased to 43.3%, lower than the provincial average.
Along with delays in disbursing public investment capital due to land clearance issues, procedural paperwork is also a common bottleneck. In particular, the progress of preparing documents for new projects scheduled for implementation between 2022 and 2025 remains very slow. Currently, 17 projects have yet to receive investment approval (including 10 projects under the resettlement plan for residents affected by flash floods), resulting in these projects not being allocated funds for implementation. Especially, the progress of some key projects remains very slow, affecting the overall disbursement rate of the province. For example, the Integrated Development Project for Dynamic Urban Areas - Tinh Gia Urban Sub-project, Thanh Hoa province, financed by a World Bank loan, has disbursed 30.803/295.721 billion VND (reaching only 10.4% of the plan). The project connecting National Highway 1 with National Highway 45, section from Hoang Xuan commune, Hoang Hoa district to Thieu Long commune, Thieu Hoa district (Km5+250 - Km14+603) - Sub-project 1: Bridge over the Ma River and roads at both ends of the bridge from Km5+250 - Km7+250, disbursed 43.397/150.879 billion VND (reaching 28.8% of the plan); The Van Thien to Ben En Road project, disbursed 128.262/305.966 billion VND (reaching 41.9% of the plan); The Ngoc Lac Urban Infrastructure Improvement Project in Ngoc Lac District, Thanh Hoa Province, part of the Urban Infrastructure Improvement Project aimed at mitigating the impacts of climate change in four coastal provinces of North Central Vietnam, funded by an AFD loan, has disbursed 154.096/323.38 billion VND (reaching 47.7% of the plan); the North-South Expressway and National Highway 1A connecting road project to Nghi Son Port has disbursed 104.061/201.727 billion VND (reaching 51.5% of the plan)...
The current situation demands that the Provincial People's Committee and relevant departments, localities, and units implement even stronger solutions if they want to successfully achieve the target of disbursing public investment capital in 2024.
The campaign
Given the difficulties and obstacles encountered, and especially to achieve the target of disbursing public investment capital in 2024, as stipulated in Directive No. 26/CT-TTg dated August 8, 2024, of the Prime Minister on key tasks and solutions to accelerate the disbursement of public investment capital in the remaining months of 2024, it requires great determination, decisiveness, and effort from all levels, sectors, localities, and relevant units.
Speaking at the provincial conference on accelerating the disbursement of public investment capital in 2024, Chairman of the Provincial People's Committee Do Minh Tuan emphasized: Many subjective and objective reasons have been identified for the slow disbursement of public investment capital by 31 project owners and localities. Among these, the number one reason is the leadership and direction of some Party committees and authorities, and the responsibility of the heads of these organizations. Many localities have not been decisive in their leadership; while some localities appear confused and lack measures to overcome difficulties and obstacles. The Chairman of the Provincial People's Committee believes that if the heads of localities do not fully grasp the principle of shared responsibility, working for the common good and for the common benefit, the disbursement of public investment capital will remain stalled.
Given this situation, and especially the time pressure of the last two months of the year, the Chairman of the Provincial People's Committee launched the "60-Day Campaign to Accelerate and Complete the Disbursement of Public Investment Capital in 2024". Launching this campaign at this crucial time is extremely important, as it will provide a basis for localities to be more decisive and thorough in their leadership and direction to achieve the goal of disbursing 100% of the allocated capital by December 31, 2024. "This goal must be achieved under any circumstances, and Thanh Hoa is confident in its ability to achieve it," emphasized the Chairman of the Provincial People's Committee when launching the "60-Day Campaign to Accelerate and Complete the Disbursement of Public Investment Capital in 2024".

Thus, the objective is clear, and the guiding spirit of the Provincial People's Committee Chairman is also very clear. The remaining issue lies in the responsibility of departments, agencies, localities, and units in implementing solutions to accelerate the disbursement of public investment capital in the last months of 2024. In particular, it is thought that the shortcomings in leadership, direction, and the responsibility of the heads of departments, as pointed out by the Chairman of the Provincial People's Committee, must be addressed first. Because, recognizing that the disbursement of public investment capital is a key political task, it requires the leadership and direction of the Party committees and authorities to be truly close, decisive, specific, and even to have a thorough understanding of each project. This will allow for timely and effective resolution of difficulties and obstacles, especially those related to land, land prices, and site conditions.
Only when the sense of responsibility of leaders is emphasized and the meaning and importance of timely and effective disbursement of public investment capital is thoroughly understood by all levels and sectors, will it create the foundation for localities and units to focus all resources on implementing the "60-Day Campaign to Accelerate and Complete Public Investment Capital Disbursement in 2024". At the same time, for this campaign to be implemented thoroughly, quickly, and effectively, and to accelerate the achievement of the set goals, the requirements for localities and units now are to urgently and proactively implement more decisive, appropriate, and flexible solutions; clearly define the people, tasks, responsibilities, timelines, and results; focus on key areas, ensure effectiveness, and complete each task thoroughly. In particular, strengthen discipline and order in all stages, especially regarding the quality of consultants, contractors, and construction quality. Increase the frequency of on-site inspections and monitoring to promptly address shortcomings and limitations; and urge contractors and consulting units to accelerate progress, especially for key projects and projects using foreign capital. At the same time, resolutely and strictly handle investors, organizations, and individuals who intentionally create difficulties, obstruct progress, or show irresponsibility that slows down the disbursement of funds. Continue to proactively review and assess the disbursement capacity of each project, summarize the additional capital needs of projects, and develop plans to adjust capital plans by transferring funds from slow-disbursing projects to fast-disbursing projects, ensuring that all allocated funds are disbursed.
Sixty days is not a long time, if not very tight, while many localities and units still have a large amount of work to do. However, there have been many successful lessons in the ability to "overcome narrow gaps," such as the recent land clearance for the implementation of the 500kV circuit 3 power line project. Therefore, it is hoped that the confidence of the head of the Provincial People's Committee will also instill confidence and enthusiasm in all levels, sectors, localities, and units. This will lead to the success of the "60-day campaign to accelerate and complete the disbursement of public investment capital in 2024," and create a foundation for Thanh Hoa to achieve its socio-economic development goals in 2024.
