Resolve issues of concern to voters sent to the 7th Session of the 18th Provincial People's Council on investment in traffic infrastructure and other infrastructures.

Responding to the opinions and suggestions of voters submitted to the 7th Session of the 18th Provincial People's Council, term 2021-2026, the Thanh Hoa Provincial People's Committee has directed provincial departments, agencies, and units, the People's Committees of districts, towns, and cities, and relevant units to focus on resolving the issues of concern raised by voters.

Addressing issues of concern to voters submitted to the 7th Session of the 18th Provincial People's Council regarding investment in transportation infrastructure and other infrastructure.

Voters in Ha Trung district requested the province to open a bus route connecting Thach Thanh, Ha Trung, and Bim Son to meet the transportation needs of the people. According to the resolution: Currently, there are three bus routes passing through Ha Trung district, connecting Ha Trung district with Bim Son town, Thach Thanh district, and Thanh Hoa city, including: Bus route No. 05 and express bus route No. 05 (Bim Son town - Hong Duc University), Bus route No. 07 (Thanh Hoa city - Ha Trung - Nga Son), and Bus route No. 08 (Thanh Hoa - Ha Trung - Vinh Loc - Thach Thanh). After the Department of Transport and the bus operating businesses reviewed the bus transportation needs of the people in Bim Son town, Ha Trung district, and Thach Thanh district, the routes of the three aforementioned bus routes have basically met the transportation needs of the people in the province in general, and of the people in Bim Son town, Ha Trung district, and Thach Thanh district in particular.

Voters in Ha Trung district requested provincial support for the reconstruction of Ha Tien Secondary School, which is currently dilapidated and unsuitable for learning. According to the resolution: In accordance with Resolution No. 176/2021/NQ-HĐND dated December 10, 2021, of the Provincial People's Council, investment in secondary schools falls under the expenditure responsibility of the Ha Trung District People's Committee. The provincial budget will provide support once funding is secured.

Voters in Ha Trung district requested the Provincial People's Committee to continue implementing the project to deploy regular police forces to the locality. According to the resolution: The Provincial Police are continuing to advise the Provincial Party Committee and the Provincial People's Committee on leading and directing the implementation of the policy to build comprehensive regular police forces in communes and towns, covering functions, duties, powers, organization, personnel, leadership and command mechanisms, assignment, decentralization, infrastructure, logistics, technology, equipment, and means... capable of resolving security and order issues from the outset and at the grassroots level; by 2025, ensuring that 100% of commune and town police forces have at least 8 personnel and have offices and barracks that meet the requirements for working and living quarters.

Voters in Ha Trung district requested the early investment in the construction of a pineapple processing plant in Ha Long commune to stabilize the market for agricultural products. According to the resolution: The report from the People's Committee of Ha Trung district indicates that the pineapple processing plant project in Ha Long commune has been adjusted in the Ha Long urban master plan until 2045. Currently, the pineapple processing plant project in Ha Long commune has not attracted investors to research and implement construction. Therefore, the Provincial People's Committee will direct the Department of Planning and Investment, in coordination with the Department of Agriculture and Rural Development, the People's Committee of Ha Trung district, and the Center for Investment, Trade and Tourism Promotion, to update the pineapple processing plant project in Ha Long commune into the list of projects calling for direct investment in Thanh Hoa province for submission to the competent authority for approval to attract investment.

Voters in Ha Trung district requested the Provincial People's Committee to provide specific guidance on relocating households living outside the dike system in violation of the regulations in Resolution 84 of the Provincial People's Council on flood control planning on river routes. Regarding the resolution: the Ha Trung District People's Committee has directed relevant departments and agencies to coordinate with the Ha Trung Dike Management Unit to strictly manage the area and prevent new violations. The Provincial People's Committee will direct the Ha Trung District People's Committee to develop a resettlement plan and submit it to the Provincial People's Committee for approval once funding is available.

Voters in Cam Thuy district requested financial support for the construction of a flood-avoidance road from Van Cat in Cam Van commune to Quy Loc commune (Yen Dinh district). Regarding the resolution: Based on the submission No. 154/TTr-UBND dated September 5, 2023, from the People's Committee of Cam Thuy district, the Provincial People's Committee issued Official Letter No. 13578/UBND-THKH dated September 14, 2023, assigning the Department of Finance to lead and advise on resolving the district's request.

Voters in Bá Thước district requested investment in bridge construction to replace and eliminate temporary bridges, suspension bridges, and ferry crossings across the river, including: 3 ferry crossings across the Mã River; 10 suspension bridges and 10 other temporary bridges across streams. According to the resolution, the district People's Committee is currently investing in the construction of permanent bridges to replace 6 suspension bridges in Ban Công and Cổ Lũng communes: Na Tảng Bridge and Ba Village Bridge in Ban Công commune; and 4 bridges in Cổ Lũng commune: Ta Pá Á Bridge, Ta Pá Chấng Bridge, Đốc Village Bridge, and Lác Village Bridge. The remaining 2 suspension bridges, Chiềng Lau Bridge in Ban Công commune and Làng Xi Bridge in Lương Trung commune, are basically stable and operating normally; 2 suspension bridges, Hang Kéo Bridge in Lương Trung commune and Na Khà Bridge in Cổ Lũng commune, have had spillway roads constructed for traffic. Regarding the 3 ferries crossing the Ma River and 10 temporary bridges across the streams, the District People's Committee has included them in the medium-term public investment plan for the period 2021-2025 and subsequent years; investment will be made when funding is available.

Voters in Ba Thuoc district requested the recovery and transfer of 433,482 hectares of land currently managed by Cam Ngoc Forestry Company in Dien Quang, Ai Thuong, and Dien Thuong communes to Ba Thuoc district for management. Regarding the resolution: The Provincial People's Committee submitted Document No. 169/TTr-UBND, dated November 16, 2023, to the Prime Minister proposing a solution to the legal status issues of forestry companies managed by the Provincial People's Committee. Therefore, after the central ministries and agencies issue guiding documents on the restructuring, reform, development, and improvement of the operational efficiency of agricultural and forestry companies; The Provincial People's Committee will direct the Department of Agriculture and Rural Development to coordinate with relevant units to advise the Provincial People's Committee on reviewing and revising the overall plan for restructuring and reforming Lang Chanh Forestry Company and Cam Ngoc Forestry Company, in order to have a basis for recovering land from Cam Ngoc Forestry Company and handing it over to the District People's Committee for management in Dien Quang, Ai Thuong, and Dien Thuong communes.

Voters in Ba Thuoc district requested the upgrading of two district roads to provincial roads: the route from National Highway 217 (Lam Truong intersection in Dien Quang commune) to Dien Thuong commune (Ba Thuoc) and then to Thach Lap commune (Ngoc Lac); and the route from National Highway 217 (Dien Thuong commune intersection) to Dien Ha commune and then to Cam Thanh commune (Cam Thuy). The resolution resulted in the Provincial People's Committee issuing Decision No. 1014/QD-UBND on March 28, 2023, upgrading the district road from National Highway 217 to Dien Quang and Dien Thuong communes (Ba Thuoc) and to Thach Lap commune (Ngoc Lac) to a provincial road (Ngoc Lac town - Thiet Ong/DT.518E). The route from National Highway 217 (Dien Thuong commune intersection) to Dien Ha commune and then to Cam Thanh commune (Cam Thuy) is not yet included in the list of routes planned for upgrading to provincial roads. The People's Committees of Ngoc Lac and Ba Thuoc districts are requested to review and report to the Provincial People's Committee for inclusion in the planning during the next planning adjustment period.

Voters in Yen Khuong and Giao Thien communes (Lang Chanh district) requested that the province pay attention and provide practical and specific solutions to allocate forest land under the management of the Yen Khuong Border Guard Post and the Lang Chanh Protective Forest Management Board to households without production land in Yen Binh and Xang Hang villages of Yen Khuong commune and Hung village of Giao Thien commune. According to the resolution results: Currently, Yen Binh and Xang Hang villages in Yen Khuong commune, two border villages, have a total of 212 households, of which 149 households lack production land. Hung village in Giao Thien commune has 112 households (66 poor households and 28 near-poor households), of which 50 households lack production land. According to the resolution, regarding the allocation of forest land under the management of the Lang Chanh Protective Forest Management Board to households without production land: The Provincial People's Committee will direct the Department of Agriculture and Rural Development to instruct the Lang Chanh Protective Forest Management Board to coordinate with the Lang Chanh District People's Committee and the People's Committees of the relevant communes to review the area of ​​land no longer needed, prepare dossiers requesting the return of the land, and submit them to the Department of Natural Resources and Environment for appraisal and submission to the Provincial People's Committee for reclamation according to regulations; the deadline for completion is within 2024. Regarding the allocation of forest land under the management of the Yen Khuong Border Guard Station to households without production land: The Department of Natural Resources and Environment is continuing to urge the Lang Chanh District People's Committee and the Yen Khuong Border Guard Station to complete the dossiers for land reclamation according to regulations and appraisal for submission to the Provincial People's Committee for issuance of a decision; the expected completion time is before June 30, 2024; based on that, the Lang Chanh District People's Committee is responsible for preparing a land use plan for submission to the Provincial People's Committee for approval as a basis for land allocation and leasing according to regulations.

Voters in Lang Chanh district requested that the province allocate funds to relocate two sections of Tam Van Primary and Kindergarten schools, located in an unsafe area at risk of flash floods and frequent flooding during the rainy season, directly affecting teaching and learning, as well as the safety of teachers and students in the commune. According to the resolution, as stipulated in Resolution No. 176/2021/NQ-HĐND dated December 10, 2021, of the Provincial People's Council, the investment in kindergarten and primary schools falls under the expenditure responsibility of the Lang Chanh District People's Committee. The provincial budget has already provided funding for the construction of Tam Van Kindergarten in Decision No. 4115/QĐ-UBND dated November 25, 2022; the provincial budget will continue to support the project once funding is secured.

Voters in Thach Thanh district requested funding for the construction of a road connecting Thanh Tam and Thanh Cong communes (Thach Thanh district) with Ky Phu and Cuc Phuong communes in Nho Quan district, Ninh Binh province. The road is approximately 17 km long and 9m wide. Currently, the project falls under the district-level budget. However, the Thach Thanh District People's Committee requests that the Provincial People's Committee add the road to the list of provincial roads and invest in its construction to serve the socio-economic development needs of the locality. The Provincial People's Committee will direct the Department of Transport, in coordination with relevant units, to provide advice and make proposals in accordance with regulations.

Voters in Thach Thanh district requested financial support for the investment in a road project, starting from Van Bao hamlet, Thanh Tam commune, passing through Ngoc Trao, Thanh An, and Thanh Tho communes, and ending at Dong Khanh hamlet, Thanh Tho commune, with a total length of approximately 11km, connecting to National Highway 45. As a result of this request, the Thach Thanh District People's Council issued Resolution No. 130/NQ-HĐND dated February 25, 2023, approving the investment in the project: Road connecting Thanh Tho, Thanh An, Ngoc Trao, and Thanh Tam communes (Phase 1), with a total length of 5.3km; construction is currently underway. For the remaining portion of the project, the Provincial People's Committee will consider supporting the district's implementation once funding is available.

Voters in Thach Thanh district requested the province to provide funding for the renovation and upgrading of Provincial Road 522, specifically the section from the gas station in Thanh Long commune to Provincial Road 523 in Thanh An commune (Thach Thanh district), with a length of approximately 6.0 km. According to the resolution, in 2023, the Department of Transport carried out repairs on the section from Km8+700 to Km9+900 (DT.522) with a total investment of 4.4 billion VND. Currently, in accordance with Decision No. 4828/QD-UBND dated December 18, 2023, approving the list of repair projects for provincial roads under the 2024 road maintenance plan, the Department of Transport is repairing the section from Km9+900 to Km11+800 (DT.522) with a total investment of 9.0 billion VND, scheduled for completion in the fourth quarter of 2024.
