Monitor the implementation of insurance policies with the Department of Health and the Department of Labor, War Invalids and Social Affairs.

Comrade Nguyen Quang Lam, Head of the Culture and Social Affairs Committee of the Provincial People's Council, spoke at the working session with the Department of Health and the Department of Labor, War Invalids and Social Affairs.

During the period 2021-2023, the Department of Labor, War Invalids and Social Affairs focused on disseminating labor laws, including the Social Insurance Law and the Employment Law, to employees and employers in units and businesses throughout the province. Simultaneously, the Provincial Employment Service Center regularly advised and guided unemployed workers in completing unemployment benefit applications accurately, quickly, and promptly. No instances of harassment or inconvenience occurred for workers seeking unemployment benefits. In the first nine months of 2023, 1,082 people in the province received unemployment benefit decisions. During the period 2021-2023, the Department of Labor, War Invalids and Social Affairs conducted six inspections at 40 businesses and units; the amount of outstanding social insurance, health insurance, and unemployment insurance contributions paid to the social insurance agency during these inspections exceeded 190 million VND.

The Provincial Department of Health and the Social Insurance Agency have closely coordinated to promptly resolve existing issues and obstacles in the implementation of health insurance policies, ensuring the effective use of the health insurance fund, especially addressing difficulties during the Covid-19 pandemic; at the same time, strengthening inspection and supervision to prevent abuse of the health insurance fund. The implementation of health insurance medical examinations and treatment using Citizen Identity Cards and the VssID application replacing paper health insurance cards has created favorable conditions for health insurance participants. Simultaneously, health insurance medical examinations and treatments have been improved in both quality and quantity of services from the provincial to the commune level, ensuring the implementation of technical requirements according to the Ministry of Health 's technical classification... Through this, the full rights of people to receive health insurance medical examinations and treatment are ensured.

Comrade Pham Van Man, Deputy Director of the Department of Health, explained and clarified some issues to the inspection team.

During the working session, the supervisory delegation requested the Department of Labor, War Invalids and Social Affairs to further clarify the reasons why the percentage of people of working age participating in social insurance has not met the provincial plan; the effectiveness of propaganda work on insurance policies; and the work of supporting health insurance cards for poor households, near-poor households, and households engaged in agriculture and forestry... They also requested additional information on the inspection and supervision of the implementation of insurance policies; the number of businesses that do not participate in insurance for their employees, and businesses that are delinquent or have outstanding insurance debts...

In addition, the inspection team requested the Department of Health to clarify the industry's solutions in implementing the goal of universal health insurance coverage. They also requested a specific assessment of the implementation of health insurance-covered medical examinations and treatments at medical facilities; improving the quality of medical examinations and treatments to reassure insured individuals; the management and use of the health insurance fund, preventing abuse and fraud of the fund; and the bidding process for medicines in health insurance-covered medical examinations and treatments...

On behalf of the supervisory delegation, Mr. Nguyen Quang Lam, Head of the Culture and Social Affairs Committee of the Provincial People's Council, gave a general assessment of the results achieved by the two units in implementing legal regulations on social insurance, health insurance, and unemployment insurance policies; at the same time, he pointed out some existing problems and limitations that need to be overcome. Mr. Nguyen Quang Lam also agreed with the contents explained and clarified by the units at the meeting.
