Regardless of the level of financial independence

One of the key highlights in the Politburo 's Resolution No. 71-NQ/TW on breakthroughs in education and training development is that vocational education plays a crucial role in developing a highly skilled workforce. This affirms the role of vocational education in the country's development process.

One of the key points outlined in the group of tasks and solutions for strong institutional reform, creating unique and superior mechanisms and policies for the development of education and training, is ensuring full and comprehensive autonomy for higher education institutions and vocational education institutions, regardless of their level of financial autonomy. This includes perfecting regulations on staffing, standards, conditions, and recruitment and appointment procedures for professors, associate professors, and other lecturer positions, in line with international practices and Vietnamese realities.

Based on that, higher education and vocational education institutions are given the autonomy to decide and implement, in accordance with their own conditions, the recruitment and hiring of lecturers, and the appointment of leadership and management positions for talented individuals from abroad.

Mr. Lo Viet Tuyen, Principal of Lai Chau College, said: "I am particularly impressed, agree with, and highly appreciate the policy of prioritizing investment in higher education as expressed in this Politburo Resolution."

According to Mr. Tuyen, not being dependent on the level of financial autonomy creates an open mechanism for education and training. It increases the level of autonomy for vocational education institutions, especially those that struggle with student recruitment. With practical tasks and solutions, Resolution 71 is expected to help higher education and vocational education institutions become more effectively autonomous.

“Previously, educational institutions often focused heavily on financial autonomy. Changing the mindset about autonomy will allow us to be proactive in terms of finances and human resources. This will enable us to be autonomous in terms of content, methodology, academics, and personnel for management, teaching, and other tasks,” Mr. Tuyen explained.

Creating opportunities for vocational education institutions to excel.

Lai Chau College is the only vocational education institution in Lai Chau province. Its mission is to train and develop human resources at the intermediate, college, and lower levels. In addition, it collaborates in university and postgraduate training, international cooperation, research, and the application of science and technology to serve the socio-economic development needs of the province and society.

The school currently maintains approximately 1,300 students, including trainees and pupils, and has vocational training partnerships with former Continuing Education and Vocational Guidance Centers in the districts. The school is currently offering instruction and training in 12 vocational fields.

According to the objectives of Resolution 71, by 2030, the network of higher education and vocational education institutions will be appropriately organized and upgraded. The goal is for 100% of higher education institutions and at least 80% of vocational education institutions to meet national standards.

Resolution 71 also stipulates fundamental reforms to the financial and investment mechanisms and policies for education and training. It allocates state budget funds to higher education institutions and vocational training institutions based on their mission, quality, and effectiveness, following a unified mechanism across the entire sector; prioritizing commissioning and assigning tasks to key sectors and fields based on output results.

“This is a great opportunity for the school to invest in equipment. The school strives to become one of the nationally accredited institutions by 2030. To achieve that goal, along with genuine teaching, genuine learning, and genuine quality, the school hopes to continue receiving attention and investment to focus on multi-disciplinary training,” Mr. Tuyen expressed.

According to Mr. Tuyen, the demand for education is currently uneven across different fields, and the imbalance between teachers and training programs is increasing. Many fields have high student demand, but the school lacks sufficient lecturers and teachers. Inviting visiting lecturers to programs with teacher shortages also faces many difficulties.

Therefore, by not relying on financial autonomy, schools can proactively contract visiting lecturers or collaborate with other schools to teach vocational courses. This addresses the shortage of teachers and lecturers, creating conditions for continued innovation in training towards integrated teaching, teaching what employers need to meet societal demands, and further developing new professions.

On September 8th, the People's Committee of Lai Chau province issued a directive instructing the Department of Education and Training to take the lead in coordinating with relevant departments, localities, and units, including Lai Chau College, to proactively research and advise the Provincial People's Committee on drafting an Action Program or Plan of the Provincial Party Standing Committee to implement Resolution No. 71, and submit it to the Lai Chau Provincial People's Committee for consideration before September 15th.
