Previously, according to the Conclusion of the City Inspectorate, Ky Ha Chu Lai Quang Nam Investment and Development Company Limited (Ky Ha Chu Lai Company) performed the task of compensation, site clearance, and investment in resettlement areas to serve the above project. However, this selection did not comply with Article 39 of Decree No. 197/2004 and Clause 1, Article 68 of the 2013 Land Law. According to regulations, the organization responsible for compensation and site clearance must be the district-level compensation, support and resettlement council or the land fund development organization.
At the time of inspection (April 22, 2025), Ky Ha Chu Lai Company and related units had not yet liquidated contracts on compensation and site clearance for the project...
The inspection results also showed that project planning, construction drawing design, and cost estimates still had some errors in unit prices and norms, leading to increased construction costs in most resettlement areas.

Specifically, according to the Inspection Conclusion, there are still more than 485 hectares of land at the Nam Hoi An project that have not been cleared and handed over to the investor, Nam Hoi An Development Company Limited. Of the total of more than 411 hectares, Ky Ha Chu Lai Company has handed over the land to the investor, while more than 258 hectares have not yet completed land allocation and land lease procedures. There are still a number of compensation plans that have not been approved for settlement with a value of more than 25 billion VND.

At the time of inspection, Ky Ha Chu Lai Company and related units had not yet liquidated contracts for compensation and site clearance for the Nam Hoi An project. Through working, the units confirmed that they still owed more than 619 million VND to Ky Ha Chu Lai Company.
Most resettlement areas are stuck with land acquisition. Investors do not allocate enough capital as agreed, so construction units have not completed the contracted volume, construction time is not guaranteed, and the deadline has to be extended many times, lasting for many years...
Also related to this project, at the inspection and working session to resolve problems of Vice Chairman of the City People's Committee Phan Thai Binh, leaders of Duy Nghia and Thang An communes proposed that the city soon direct the acceptance and implementation of technical stops. Assign tasks to relevant functional units to receive the handover of the project from Ky Ha Chu Lai Company so that households in the project area can stabilize their housing, allowing households to repair their degraded houses. At the same time, resolve the problem of granting land use right certificates to related households and individuals.
Resolving long-standing issues
Vice Chairman of the City People's Committee Phan Thai Binh assigned the Department of Finance to appraise projects, whether public investment or equitization, to ensure progress, especially projects related to resettlement land.

At the same time, the Department of Construction was assigned to preside over the review of all planning for coastal resettlement areas. Planning that is no longer suitable and has not been implemented for more than 10 years must be adjusted to put the land fund into exploitation, avoiding the situation of suspended planning.
Along with that, coordinate with the City People's Committee Office to focus on completely resolving limitations related to site clearance, ensuring people's rights and creating conditions for investors to soon implement the next items.

Recently, Director of the City Land Fund Development Center Vo Nguyen Chuong said that the unit has just signed a cooperation program with Nam Hoi An Development Company Limited (investor of Hoiana project) on compensation, support and resettlement of Nam Hoi An Resort Project. Thereby, speeding up the progress of site clearance, overcoming long-standing problems, and establishing a unified coordination mechanism between related parties. The Land Fund Development Center will proactively review all documents, inherit the work that has been done, closely coordinate with local authorities and investors to promptly hand over clean site.
In addition to receiving documents from Ky Ha Chu Lai Quang Nam Investment and Development Joint Stock Company, the center will establish a direct coordination point with departments and branches during the implementation process; at the same time, build a specific roadmap for each area to ensure publicity, transparency, and minimize complaints.
The total investment capital of Nam Hoi An Resort (Hoiana) is about 81,200 billion VND (equivalent to 4 billion USD). By December 2024, the project has invested about 1.426 billion USD, reaching 35.66% of the total capital.
Many major projects such as the central boulevard, commercial area, casino, hotel, golf course phase 1 and staff housing area have been completed and put into operation.
The project is expected to become the leading resort and entertainment complex in the region, contributing to promoting tourism , services and creating new momentum for the northern region of Da Nang after the merger.
