A shining example of the prosecution industry

On Sunday, the lights in the office of the Provincial People's Procuracy were still on. Comrade Truong Minh Quan sat in front of a stack of documents, reviewing each word and editing data to complete the report for the important meeting the next morning. "It is not "extra work" but a responsibility, because if the office is late, the work assigned by the leaders will be affected," Comrade Truong Minh Quan shared.

After many years of working at the grassroots level, having held the positions of Deputy Chief of the People's Procuracy of Ha Tien City, Rach Gia City and then Chief of the People's Procuracy of Hon Dat District, comrade Truong Minh Quan accumulated experience to build a solid character. In July 2025, he was transferred to the position of Chief of Office of the Provincial People's Procuracy, where he used to hold the position of Deputy Chief of Office. The office is the place to "connect" with units in the entire provincial prosecution sector. Under his direction, more than 1,200 reports, plans, and documents of all kinds were consulted by the office in a timely and accurate manner, effectively serving the management, direction, and operation work.

Comrade Truong Minh Quan built a scientific working process, clearly assigned staff, applied information technology to work processing to shorten time, organized short meetings but went straight to the point, finalized the content to avoid prolonging. He advised on the development of the project "Strengthening the application of information technology in management, direction, operation and serving the professional work of the Provincial People's Procuracy, meeting the requirements of performing functions and tasks in the new situation" chaired by the Chief Prosecutor of the Provincial People's Procuracy; advised on organizing conferences and meetings using online systems, building an integrated data warehouse to serve the search and management of case files... Thanks to these initiatives, the Provincial People's Procuracy not only saved on printing and storage costs but also improved the quality of management, gradually meeting the requirements of digital transformation.

Along with his expertise, comrade Truong Minh Quan focuses on building office culture and discipline, from requiring neat desks and files to resolutely saying no to waste, limiting paper printing; using glass bottles instead of plastic bottles; saving electricity, water, stationery... Provincial People's Procuracy Prosecutor Ly Kim Thanh shared: "Comrade Truong Minh Quan reminds us that each report, each word must demonstrate the seriousness and standards of the industry. That neatness not only helps the collective become more and more professional but is also a way for colleagues to guide and train each other, especially the young, to mature in their work."

Comrade Truong Minh Quan's working process, dedication and innovation are not only recognized by colleagues but also highly appreciated by the leaders of the Provincial People's Procuracy. Comrade Nguyen Ngoc Phuc - Provincial Party Committee member, Director of the Provincial People's Procuracy assessed: "Among the many outstanding results of the office, there are important contributions of Comrade Truong Minh Quan. He has performed well the assigned work, applied information technology to serve professional work. He is a typical example of the advanced People's Procuracy in general and a bright spot in the emulation movements of the An Giang Procuracy in particular".

In the early days of operating the new organizational structure of the Regional People's Procuracy and the Provincial People's Procuracy after the merger, Comrade Truong Minh Quan clearly demonstrated his sense of responsibility, promptly advised many practical solutions, helped stabilize the organization, and promote operational efficiency. Comrade Huynh Thanh Dam - Deputy Chief of Office of the Provincial People's Procuracy shared: "Comrade Truong Minh Quan works persistently, responsibly and creatively. He is close, attentive, and encourages colleagues in the agency, helping the office to adapt quickly, stabilize the organization and increasingly improve the quality of work; at the same time, promptly and correctly advises the leaders of the Provincial People's Procuracy in implementing key tasks, contributing to ensuring the agency's operations are orderly and effective from the very beginning".

From 2018 to present, comrade Truong Minh Quan has completed his tasks excellently. For many consecutive years, he has achieved the title of grassroots emulation fighter, and has been recognized twice by the Chief Justice of the Supreme People's Procuracy as an emulation fighter in the Procuracy sector. Notably, in early 2025, he was honored to receive the title of national emulation fighter from the Prime Minister .
