On the afternoon of October 11th, the Hanoi Department of Education and Training issued a document regarding the management and use of mobile phones in schools.
Accordingly, the document states that, based on observations and feedback from the press and public opinion, the use of mobile phones and transmitting/receiving devices in schools still has many shortcomings, affecting the quality and effectiveness of teaching and learning in educational institutions.
To rectify and address this situation, the Hanoi Department of Education and Training requests that heads of education and training departments, school principals, and educational institutions implement the regulations on mobile phone use issued by the Ministry of Education and Training on September 15, 2020.
Specifically, depending on the actual circumstances, the school administration and teachers manage students' phones and other transmitting and receiving devices before the first class (managed by class) and return the phones and transmitting and receiving devices to the students after school and class ends.
During lessons requiring the use of mobile phones and transmitting/receiving devices, and with the teacher's permission, students are allowed to bring mobile phones and transmitting/receiving devices into the classroom for use.
The Department of Education and Training requires that units must not allow students to use cell phones in class but not for learning purposes and without teachers' permission.
According to the Hanoi Department of Education and Training, to implement this regulation, families and parents need to work together with teachers and schools in managing and reminding students about the use of mobile phones and other recording devices at school.
Previously, a number of public and private schools in Ho Chi Minh City also banned students from using mobile phones on school grounds, including during recess, such as Thanh Loc High School (District 12); Truong Chinh High School (District 12)...
For example, Nguyen Thuong Hien High School (Tan Binh District) and Le Thanh Tong Primary, Secondary, and High School (Tan Phu District) have banned students from using mobile phones on school grounds (and in the dormitory), including during meal times, recess, and nap time, for many years. School administrators believe this solution helps students focus better on their studies, remember lectures, and connect with teachers and friends, leading to higher effectiveness in learning and extracurricular activities.
