Hanoi: Technology transfer promotes circular economy in agriculture

The Hanoi People's Committee has just issued Plan No. 358/KH-UBND on implementing the "Project on Science Development and Application, Technology Transfer to Promote Circular Economy in Agriculture by 2030" in Hanoi.

Thereby, the implementation of the Project promotes the existing potentials and advantages of the City to develop circular economy in agriculture (or circular agriculture); promotes scientific development and application, technology transfer to promote circular economy in agriculture in the City towards green and sustainable agricultural development; raises awareness, responsibility, interest and close coordination of all levels, sectors, organizations and individuals in the implementation process.

Accordingly, the goal is to strive for by 2030 that at least 20% of science and technology tasks in the agricultural sector will be researched, applied and transferred to serve the development of a circular economy in agriculture.

At the same time, waste in agricultural production activities is collected, treated, recycled, and reused according to regulations; organizations and individuals participating in agricultural management and production have access to waste management and use processes, recycling and reuse of by-products, and waste treatment and recycling technologies in agriculture.

Along with that, the City gradually forms and participates in the consumption market for circular agricultural products.

Regarding implementation solutions, there are 5 groups of solutions:

Firstly, strengthen research, development and application of science and technology, technical advances, and advanced production processes to serve circular agriculture.

Second, promote technology transfer to develop circular agriculture.

Third, develop output markets for circular agricultural products.

Fourth, cooperation in the field of circular agriculture development.

Fifth, communication raises awareness and capacity for circular economic development in agriculture.

To complete these goals, the Department of Agriculture and Rural Development will preside over reviewing and proposing mechanisms and policies to encourage the development of circular economy in agriculture; at the same time, promote the transfer of technology to develop circular agriculture and advise the City People's Committee to issue economic and technical norms to serve the development of circular agriculture.

In addition, the Department of Agriculture and Rural Development coordinates with the Ministry of Agriculture and Rural Development in implementing the task of developing the market for products applying circular economy in agriculture; coordinates with the Department of Science and Technology in ordering and implementing city-level science and technology tasks on research and development, application of science, technology, technical advances, and advanced production processes serving circular agriculture.

The Department of Industry and Trade shall take the lead in organizing and promoting trade for products applying circular economy in agriculture; coordinate with the Ministry of Industry and Trade in implementing the task of developing markets for products applying circular economy in agriculture.

The City People's Committee also assigned the Department of Industry and Trade to coordinate with the Department of Agriculture and Rural Development, the City Investment, Trade and Tourism Promotion Center and relevant units to implement regional linkage activities, trade promotion, supply-demand connection, support the introduction, promotion and boost the consumption of circular economy products in agriculture in the distribution system in the area; coordinate with relevant departments, branches and units to encourage the development of supply chains and distribution systems; call for and guide the development of commercial infrastructure to expand the product consumption network in the city.
