The Hanoi Party Committee has issued an Action Plan to implement Resolution No. 68-NQ/TW of the Politburo on private economic development.

Specifically, Hanoi city aims that by the end of 2025, the private economy will be a pioneer in science and technology development, innovation and digital transformation.

The rate of small and medium-sized enterprises trained in business administration and digital transformation reaches at least 60%; the rate of enterprises using electronic contracts reaches over 80%; the rate of small and medium-sized enterprises using digital platforms reaches over 50%.

The city also strives to have 230,000 operating enterprises; at least 3 large enterprises participating in the global value chain, contributing about 50 - 55% of GRDP, about 45 - 50% of total budget revenue, creating jobs for about 55 - 60% of the total workforce, and average labor productivity increasing by 7 - 7.5%/year.

By the end of 2030, the private economy will be a pioneer in developing science and technology, innovation and digital transformation; the rate of enterprises with innovation activities will reach 50% or more; the rate of small and medium-sized enterprises using digital platforms will reach over 70%; 70% of small and medium-sized enterprises will undergo comprehensive digital transformation.

The proportion of high-tech product exports to the total value of exported goods reaches 50% or more; the proportion of small and medium-sized enterprises with standard management capacity, effectively implementing digital transformation and innovation in business activities reaches 70-80%; striving for the contribution ratio of the private economy to reach 55-60% of GRDP...

To achieve the above goals, the Hanoi Party Committee requires Party committees and organizations at all levels to promote reform, improve and enhance the quality of institutions and policies, effectively ensure and protect ownership rights, property rights, freedom of business rights, and the right to fair competition of the private economy.

Facilitate the private economy to access resources of land, capital and high-quality human resources; Promote science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy; strengthen connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises.

At the same time, rapidly form and develop large and medium-sized enterprises, private economic groups of regional and global stature; substantially and effectively support small and micro enterprises and business households; promote business ethics, social responsibility, strongly promote the entrepreneurial spirit, and create all favorable conditions for entrepreneurs to participate in national governance.
