On December 7, the No. 1 monitoring delegation of the Hanoi Party Committee, led by Chairman of the City People's Committee Vu Dai Thang, worked with the Standing Committee of the Party Committee of Ba Dinh Ward, Ngoc Ha Ward and Thu Lam Commune.
Reporting at the conference, Mr. Pham Quang Thanh, Secretary of the Party Committee of Ba Dinh Ward, said that with the characteristics of being the national political and administrative center, the requirements of security, order, environmental sanitation, urban order and traffic safety are always identified as key tasks by the ward.
According to Mr. Thanh, Ba Dinh ward has a large population, high traffic density and dense service activities, which puts great pressure on the existing infrastructure system. Therefore, the ward proposed that the city allow for increased frequency of cleaning and sweeping of sidewalks and roads, especially in central streets.
Regarding traffic order, Mr. Thanh said that some areas such as Doi Can, Ngoc Ha... are often congested, especially on weekends. The reason is that the roads are small, the infrastructure is old, while the number of vehicles is large, especially the vehicles taking visitors to the relics in the ward...

From this reality, Mr. Thanh proposed to study the construction of a centralized parking lot in the neighboring area to relieve static traffic pressure. This is the most fundamental solution to reduce congestion, create a civilized urban living space, and at the same time better serve the needs of residents and tourists.
Mr. Le Thanh Nam, Chief of Office of Hanoi People's Committee, Deputy Head of Supervisory Delegation No. 1 of the City Party Committee, said that environmental sanitation work in the ward needs to be carried out more systematically, cleaner, ensuring consistency and regular maintenance to meet the requirements of a central urban area.
Regarding parking lots and urban infrastructure, Mr. Nam said the city has directed a review of parks and flower gardens that are eligible to build underground parking lots in inner-city wards.
Accordingly, the city plans to eliminate sidewalk restrooms and gradually move all of these facilities to the basement, combined with underground parking spaces. Mr. Nam said that the ward needs to review and set up pilot projects in some areas.
Concluding the meeting, Chairman of Hanoi Vu Dai Thang emphasized the importance of this inspection and supervision. According to Mr. Thang, after more than 5 months of synchronous implementation, the two-level government model has basically become routine, while clearly supporting the implementation of tasks at the grassroots level.

Mr. Thang said the city set a GRDP growth target of 11% in 2026, a very high target that requires the consensus and efforts of the entire political system, businesses and people.
To meet new development requirements, Mr. Thang said the city will continue to build specific mechanisms and policies and perfect the organizational model and apparatus in the coming time.
Regarding the recommendations of localities, the Chairman of Hanoi agreed with the proposal to build spaces and infrastructure such as parking lots and electric charging stations, and at the same time asked the ward to proactively propose specific projects because "no one understands the area better than the grassroots officials".
Informing that the city is focusing on building a list of public investment projects in the coming period, Mr. Thang requested localities to review and propose specific projects for effective implementation, ensuring progress and resolving local "bottlenecks".
The Chairman of Hanoi also noted the immediate tasks such as preparations for Tet and elections. The City Party Committee and People's Committee will have specific instructions, but localities need to be proactive in decorating, creating a joyful atmosphere, especially taking care of social security for people in difficulty, policy beneficiaries...
