Increasing the initiative for Da Nang and Ho Chi Minh City in choosing investment methods, selecting strategic investors and taking advantage of flexible PPP models is an important condition for Ho Chi Minh City to maintain its leading position; for Da Nang to become a new growth pole of the Central region, spreading to neighboring localities.

"Regarding infrastructure, especially urban railways, this is the backbone to restructure urban space," National Assembly Deputy Thich Thanh Quyet emphasized.

The monk expressed his strong agreement with giving the city great autonomy in planning and capital mobilization. Specifically, allowing Hanoi to proactively decide on investment models, evaluate and select investors, and allocate resources for urban railway lines.
