Accordingly, the City People's Committee directed the Department of Education and Training and other units to strengthen their state management responsibilities to properly implement regulations on financial revenue and expenditure and publicize revenue and expenditure from the beginning of the school year.

The City People's Committee assigned units to review, inspect, and urge to ensure adequate facilities andeducational equipment before the new school year, and to have timely solutions to overcome the local inadequate structure of teachers according to their authority. At the same time, arrange teachers to ensure sufficient quantity and consistent structure, especially for some subjects such as: English, Information Technology, Music, and Fine Arts.

"In case it is not possible to recruit enough teachers according to the quota, then implement teacher contracts to implement the policy of "having students, there must be teachers in the classroom" in accordance with the actual situation in the locality," the City People's Committee emphasized.

Regarding the selection, supply and use of textbooks, local educational materials and reference materials, localities and schools need to develop and implement plans to support poor and near-poor students, students who are policy beneficiaries, students in difficult and disadvantaged circumstances, and students in remote areas. In particular, ensure that students have enough textbooks, learning materials and other essential conditions, and that no student is unable to go to school due to difficult circumstances.

Schools need to proactively coordinate with publishers, organizations, and textbook suppliers in the area, ensuring quality, "absolutely not allowing delays or shortages of textbooks and learning materials when the new school year begins".

The City People's Committee also requested the Department of Education and Training to guide schools to effectively carry out a number of activities at the beginning of the 2024-2025 school year such as: Cleaning schools and classrooms, carefully preparing and being ready in all aspects for the opening of the new school year, organizing activities to welcome students at the beginning of the school year, and strictly implementing regulations on the time to organize the opening ceremony on the morning of September 5.
