Ha Tinh proposes Ministry of Science and Technology to support sustainable marine economic development

TPO - During a working session with the delegation from the Ministry of Science and Technology , Chairman of the People's Committee of Ha Tinh province, Vo Trong Hai, proposed that the Ministry continue to accompany, support, and assist Ha Tinh in the development of science and technology and innovation, especially in the sustainable development of the marine economy.

On June 28th in Ha Tinh, a delegation from the Ministry of Science and Technology, led by Deputy Minister Tran Hong Thai, held a working session with the People's Committee of Ha Tinh province to assess the results of science, technology, and innovation activities in the province during the 2022-2024 period and to discuss key tasks for the future.

Speaking at the meeting, Mr. Vo Trong Hai, Chairman of the People's Committee of Ha Tinh province, said that the province is very interested in the development of science and technology.

Leaders of the People's Committee of Ha Tinh province shared that, in recent years, the province's research, application, and transfer of science and technology have achieved many important results. The Department of Science and Technology has actively and proactively advised on programs, policies, and projects to promote science and technology activities, leading the way in digital transformation and administrative reform.

However, the province's overall science and technology capacity remains weak, lacking a strong link between research and application, and without any cutting-edge science and technology products. The process of proposing and commissioning annual science and technology tasks is limited and of low quality. Many science and technology projects lack practical application.

Chairman Vo Trong Hai expressed his hope that in the future, the Ministry of Science and Technology would pay attention to assisting Ha Tinh with a number of programs and projects, connecting Ha Tinh with diplomatic agencies and international organizations to attract funding for science and technology programs and projects, disaster prevention and climate change mitigation. In addition, he requested priority assistance for Ha Tinh in several science and technology tasks related to sustainable marine economic development, intellectual property development of unique products, logistics services, supporting industries, and high-tech agriculture.

Mr. Bui Quang Hoan, Director of the Department of Science and Technology of Ha Tinh province, shared some outstanding achievements in the field of science and technology in the locality, both in terms of state management and research, application, and transfer activities.

Deputy Minister of Science and Technology Tran Hong Thai and his delegation visited a high-tech agricultural model for producing phalaenopsis orchids in Thach Khe commune, Thach Ha district.

Regarding intellectual property, to date, the province has supported the registration and protection of 2,943 industrial property objects, an increase of more than eight times compared to 2015. Sixteen products have been registered for community trademark protection, and support is currently being implemented to develop intellectual property assets for six products, including two geographical indications that have been protected.

Regarding research, application, and technology transfer, from 2020 to the present, Ha Tinh has implemented two state-level tasks under the Gene Fund Program, 11 projects under the Rural and Mountainous Areas Program, and 87 provincial-level research topics and projects with many outstanding results.

In particular, the field of Medicine and Pharmacy focuses on researching herbal species that can help limit certain common cancers, and applying "Vietnamese Yoga Therapy" to rehabilitate patients with sequelae of stroke. It also involves adopting and maintaining advanced and specialized techniques in medicine.

In the field of agriculture and rural development, many high-yielding, high-quality, and widely adaptable plant, animal, and aquatic species have been selected and introduced into production.

In the field of engineering and technology, emphasis is placed on applying biotechnology to environmental treatment and the production of organic fertilizers; applying information technology in state management activities; and applying automation technology in the production of fruits and vegetables and the processing of agricultural food products.

Deputy Minister of Science and Technology Tran Hong Thai assessed that the state management of science, technology, and innovation in the province has been comprehensively implemented, with many innovations, and research, application, and transfer of scientific and technological advancements have achieved many outstanding results.

The Deputy Minister suggested that in the coming period, Ha Tinh should promote research and application of advanced scientific and technological achievements, new technologies, and high technologies in economic development, especially marine economy, in the direction of a blue marine economy and a circular economy.

Promoting applied research and the transfer of scientific and technological advancements in environmental protection and biodiversity conservation, while simultaneously exploiting and utilizing natural resources efficiently and sustainably, enhancing the capacity to respond to natural disasters and effectively adapt to climate change.

Furthermore, it is necessary to promote applied research in science and technology to develop culture and society, and to preserve and promote the traditional cultural heritage values ​​of the locality.

The Deputy Minister proposed several key solutions, such as strengthening investment in potential and attracting non-budgetary resources for science, technology, and innovation activities. He also suggested reviewing and evaluating the current state of technology application, transfer, and innovation in organizations and businesses in the area; and developing solutions to strongly promote applied research, technology transfer, and innovation within these organizations and businesses.

The province also needs to actively propose science and technology tasks to solve major interdisciplinary and interregional science and technology problems, develop high value-added products, and products along the value chain.

Furthermore, it is necessary to strengthen the application of new and high technologies in investment and production projects to improve productivity, quality, and sustainable development. "The province also needs to continue promoting the development of a creative startup and innovation ecosystem within the province, as well as developing the market and businesses in science and technology," Deputy Minister Tran Hong Thai said.
