The welcoming ceremony was held solemnly at border marker 255, presided over by General Phan Van Giang – member of the Politburo, Deputy Secretary of the Central Military Commission, and Minister of National Defense of Vietnam.
The Lao delegation was led by General Chansamone Chanyalath – member of the Political Bureau of the Lao People's Revolutionary Party, Deputy Prime Minister, and Minister of National Defense of Laos.

This is the second time the Vietnam-Laos Border Defense Friendship Exchange has been held. The exchange took place on October 22nd and 23rd in Moc Chau district ( Son La province) and Sop Bao district (Hua Phan province).
The second Vietnam-Laos border defense friendship exchange is an important defense diplomacy activity in 2024 for the Ministries of Defense of both countries.
This activity contributes to maintaining a peaceful, stable, and prosperous environment in the region and the world, and is a practical way to commemorate the 80th anniversary of the founding of the Vietnam People's Army and the 35th anniversary of the National Defense Day.
The event was organized based on the guiding principles of the two Parties and two States regarding the construction of a peaceful, friendly, stable, cooperative, and mutually developing Vietnam-Laos border.

Immediately after the official welcoming ceremony, the two Ministers of Defense and other delegates participated in various activities such as planting friendship trees, witnessing a joint exercise by the two countries' inter-agency forces to apprehend drug criminals in the border area, visiting and working with the Long Sap Border Guard Post, and cutting the ribbon to inaugurate the classroom building of the Long Sap Ethnic Boarding Primary and Secondary School…
