Hai Duong appoints leaders of 5 merged departments

On February 20th, the Hai Duong Provincial People's Council held its 29th session, approving many important contents, including the establishment and reorganization of specialized agencies under the Provincial People's Committee.

At the session, the Hai Duong Provincial People's Council considered and decided on a number of urgent issues serving the restructuring and streamlining of the organizational apparatus; and policies to support cadres, civil servants, and public employees who retire early or resign during the implementation of organizational restructuring.

The Hai Duong Provincial People's Council passed a resolution dismissing five directors of merged departments from their positions as members of the Provincial People's Committee due to job transfers and changes in roles. These include: Nguyen Van Doan, Director of the Department of Transport; Bui Thanh Tung, Director of the Department of Labor, War Invalids and Social Affairs; Le Anh Dung, Director of the Department of Planning and Investment; Pham Van Manh, Director of the Department of Science and Technology; and Duong Van Xuyen, Director of the Department of Natural Resources and Environment.

Following the dismissal, the Hai Duong Provincial People's Council elected Nguyen Ngoc Sam, Chief Inspector of Hai Duong Province, to the position of Member of the Provincial People's Committee, 17th term, 2021-2026.

Immediately after the meeting, the Hai Duong Provincial People's Committee held a conference to announce the decision to appoint leaders of the five merged departments; leaders of the Provincial Party Committee's Organization Department and Deputy Directors of the Departments of Education and Training, and Culture, Sports and Tourism.

According to the decisions, Mr. Bui Van Thang, Member of the Standing Committee of the Provincial Party Committee and Director of the Department of Agriculture and Rural Development, will assume the position of Director of the Department of Agriculture and Environment; Mr. Nguyen Cao Thang, Director of the Department of Information and Communications, will assume the position of Director of the Department of Science and Technology. Mr. Nguyen Trong Tue, Director of the Department of Finance; Ms. Sai Thi Yen, Director of the Department of Internal Affairs; and Mr. Nguyen Hoai Long, Director of the Department of Construction, will retain their positions after the merger.

Speaking at the conference, Hai Duong Provincial Party Secretary Tran Duc Thang stated that Hai Duong has basically completed the task of reorganizing and streamlining its organizational structure as directed by the Central Committee. Hai Duong has announced the merger of the Provincial Party Committee's Propaganda and Mass Mobilization Department, ending the operations of 3 Party committees, 8 Party groups, and the Party Committee of the Provincial Agencies Bloc to establish 2 Party committees directly under the Provincial Party Committee, and consolidating personnel in the newly established organizations.

To date, the specialized agencies under the People's Committee of Hai Duong province have reduced the number of departments by 5, leaving 99 offices, achieving over 23%; at the district level, the number of specialized offices has been reduced by 24.
