Cao Bang Customs continues to advise the province on solutions to facilitate trade.

(HQ Online) - In addition to performing the political tasks of the industry, Cao Bang Customs Department needs to continue to advise Cao Bang provincial leaders on solutions to facilitate trade through the area.

On March 21st, a delegation from the General Department of Customs, led by Deputy Director General Hoang Viet Cuong, visited Cao Bang Customs Department to survey and assess the implementation of the Customs Law; revenue collection and customs control in 2023 and the first quarter of 2024.

According to the Cao Bang Customs Department, the unit's budget revenue collection for the first nearly three months of 2024 reached VND 164.4 billion, a decrease of 13% compared to the same period in 2023, achieving 27% of the target set by the Ministry of Finance and 26% of the target assigned by the Cao Bang Provincial People's Council.

Import and export activities through Cao Bang province are unstable and only take place at three border gates: Ta Lung, Tra Linh, and Soc Giang. Other border gates are not yet operational due to ongoing regulations on opening and upgrading border gates.

Regarding anti-smuggling efforts, the Department has spearheaded and coordinated the handling of 33 violations, with a total value of confiscated goods exceeding 620 million VND.

In addition, the Department has issued a plan for collecting and processing risk management information; a plan for controlling key risks, assigning specific tasks to subordinate and affiliated units, and allocating a list of businesses for which information needs to be collected to each unit for implementation.

In addition, Cao Bang Customs always strictly adheres to the content of the Customs Law to develop its annual work programs and plans.

During the meeting, the Cao Bang Customs Department proposed that the authority to approve the handling of confiscated goods should be decentralized to the Department and Sub-department levels, based on the value of the confiscated goods.

The General Department of Customs proposes that the Ministry of Public Security decentralize or delegate the training, certification of weapon use, and renewal of gun licenses to provincial police departments to facilitate implementation by local customs departments; establish separate standards for the qualifications of customs officers; and consider establishing a team level for the Customs Control Team (Cao Bang Customs Department).

Speaking at the meeting, Deputy Director General Hoang Viet Cuong acknowledged and highly appreciated the efforts and achievements of the Cao Bang Customs Department.

The Deputy Director General instructed the unit to continue proactively researching the Customs Development Strategy until 2030, and from there propose solutions for implementation that are appropriate to the unit's actual situation. In particular, it is necessary to proactively prepare the conditions for implementing digital customs and smart customs.

At the same time, it is necessary to review border gates, develop plans, and clearly define the routes for transporting import and export goods in and out of the country.

In addition, Cao Bang Customs needs to advise the province on solutions to create a favorable and open environment for the business community in import and export activities in the area.

Regarding revenue collection, it is necessary to proactively study and assess the import and export turnover situation, develop plans to combat revenue loss, and strive to complete and exceed the assigned targets; closely coordinate with relevant units to strengthen efforts to combat smuggling and manage risks…

During the meeting, Deputy Director General Hoang Viet Cuong addressed the unit's proposals and recommendations.
