Over the years, Hai Son commune (Mong Cai city) has They have done a good job coordinating with the Po Hen Border Guard Station to actively propagate and mobilize the people in the area to participate in implementing Directive No. 01/CT-TTg (dated January 9, 2015) of the Prime Minister on organizing the movement of all citizens participating in protecting national territorial sovereignty and border security in the new situation through many specific and practical actions.
Hai Son is a mountainous, border commune inhabited by ethnic minorities, located 34km from the center of Mong Cai City. It holds a crucial strategic position in terms of national defense, security, and foreign relations; its natural area is 8,173.06 hectares, and it shares a 12.006km border with the People's Republic of China. Mr. Ninh Van Sang, Chairman of the People's Committee of Hai Son commune, said: "In the past period, the commune has effectively promoted the role of all levels, sectors, local authorities, units, and forces, with the Border Guard being the core force in advising and coordinating with the locality in leading and directing the implementation of Directive No. 01; and the role of village elders, village heads, and influential people in propagating and mobilizing people to participate in self-management of border markers and maintaining security and order in the border area."
To achieve these results, Hai Son commune, in coordination with Po Hen Border Guard Station, seriously implemented Directive No. 01, creating a strong shift in awareness and sense of responsibility among the people in carrying out the movement of "All citizens participate in protecting national sovereignty, territorial integrity, and border security" in the new situation. This created high consensus, leveraging the strength of the entire political system and the leading role of the people to firmly manage and protect national sovereignty and border security; maintain political security and social order in the area; and create favorable conditions for the construction and development of the local economy, culture, and society.
The units have actively propagated and mobilized people to effectively implement Directive No. 01 through various forms and methods. From 2015 to the present, they have organized 200 propaganda sessions with more than 6,000 listeners and widely disseminated the contents of Directive No. 01 to all cadres, soldiers, and people in the border area through various forms, such as direct propaganda through conferences to understand and implement the directive, through distributing leaflets, and through propaganda sessions in the activities of the Women's Union, Youth Union, and Veterans' Association of the commune...
Coordinating the dissemination of laws and regulations; organizing five rounds of propaganda on the commune's electronic information portal, with 2,350 cadres, soldiers, citizens, and students participating; organizing propaganda and education on traditions, integrating the implementation of Directive No. 01, for 5,115 students in schools and through traditional education at the Pò Hèn National Historical Relic Site.
The parties regularly coordinate the organization of patrol and control forces to protect territorial sovereignty and maintain security and order in the border area; they proactively take measures to effectively prevent and combat violations, firmly protecting border security and sovereignty, and maintaining political security and social order in the area. Currently, three self-governing groups have been established in three villages with 67 households voluntarily registering and participating in the self-governing movement for border lines and markers, protecting territorial sovereignty and maintaining security and order in the border area.
Over the past 10 years, 565 patrol teams/1,343 officers, soldiers, and civilians have participated; the people have actively reported crimes, providing the Po Hen Border Guard Post with 21 valuable pieces of information, leading to the arrest and handling of 17 cases/11 individuals for administrative violations... During the Covid-19 outbreak, good coordination was achieved in implementing disease prevention and control measures, deploying forces at 11 border protection and prevention checkpoints and 1 mobile team, strengthening patrols, controls, and checkpoints on border trails and openings 24/7. Through patrols, controls, and prevention of illegal entry and exit, 14 cases/18 individuals were detected, processed, and had their files completed and sent to quarantine at the Mong Cai City Quarantine Center...
In parallel, Hai Son commune has also maintained good people-to-people exchanges between Po Hen village (Vietnam) and Than San village (China). From 2015 to the present, 82 congratulatory phone calls have been made to each other during holidays and festivals, and to support and assist each other with experiences in economic development and building prosperous and beautiful villages. Fourteen cultural and artistic exchanges, friendly sports activities, and traditional games have been organized during traditional festivals. Notably, the commune successfully organized the closing ceremony for 10 years of the sister-village relationship between Po Hen village (Vietnam) and Than San village (China).
The aforementioned activities have contributed to strengthening and fostering the good traditional relationship between the ethnic groups, relatives, and clans on both sides; preserving and developing the cultural identity and traditions of the people; and jointly building a peaceful, friendly, cooperative, and sustainably developing border.
